Upon watching Council discuss these unfortunate incidents, I was hoping Council and the Police Chief would
state that we as a city were not prepared for this type of demonstration.
More importantly, we as a community gave Trump exactly what he wanted —to cause confusion amongst
ourselves through fear. We didn't ask nor did we have any input as to why ICE was in our community and
occupying our Federal Building. We were not prepared more less strategic. This is Trump's agenda and my
hope is that we do not allow him to win. Stop the finger pointing— learn from this and prepare.
I distinctly remember social media in a mass hysteria as to where and when demonstrations would take place.
I blatantly encouraged to not protest—and stay home because emotions were too high. When emotions are
vile—the only outcome in this state of mind will result in residents being hurt and our city defecated. Both of
these occurred.
I would have liked to hear the Police Chief take a little more ownership and admit that his team was not
trained to equip these protestors rather than justifying via "police policy". Maybe a curfew should have been
implemented from the onset. Let us remember, this was a federal action and we had no jurisdiction to stop,
prevent ICE from entering our city. We need to play it smart and not provide this current administration to
control us. Once we are angered and any form of ammunition is dispersed into the crowed —Trump has won
and has achieved his goal.
Trump and his family are blatantly lining their pockets in preparation for trump taking over as the first
Authoritarian Leader of the United States of America.
Trump has already completed 7 of the 8 steps necessary:
1. Incite or Tolerate Political Violence:Jan. 6 and increasing ICE presence.
2. Scapegoat Minorities & Vulnerable Groups: saying immigrants are all violent criminals, withholding SNAP
benefits for food.

3. Suppress Dissent: restrictions on free speech and journalism, concepts like Fake News, hoax and witch
hunts.
4. Demonize Opponents: saying Democrats are Unpatriotic, threatening to hang Senator Mark Kelly and
others.
5. Aggrandize Executive Power: Claim Elections were stolen, rigged or untrustworthy.
6. Attack Independent Institutions: Firing of experts and often replacing them with unqualified lackey loyalists.
*Markwayne Mullin is a perfect example. Former plumbing business owner and 5 fights in the MMA. He is
now Head of the Department of Homeland Security.
7. Spreading of Disinformation: Remember the Haitians...they were eating the cats, dogs and pets? Litter
boxes in classrooms?That's Disinformation at its best.
That leaves us at the 8th and FINAL step.
8. ELECTION CONTROL, it's already in the works. The Save Act (very intentionally patriotic sounding) there are
two lines of words, buried within the bill that IF passed would force every State to surrender every single
Americans, Private Voter Registration Information TO the Federal Government. In particular...Department of
Homeland Security (this is where the plumber comes into play). Thus completing All 8 steps that allow trump
to become the first Authoritarian Dictator of America.
We need to work collectively on this for the safety of all.

Subj: Item #20 Warner Ave Street Widening Project— Eminent Domain
I wanted to add to the record that it is shameful that our city claimed Eminent Domain and displaced 30
homes in the Delhi Neighborhood for 1.2 miles of space to widen a road and offer a bike lane. This was Item
#20 on the 4/21/26 Council Agenda and referred to as the Warner Avenue Street Widening Project.
On March 23, 2026, 1 attended the Planning Commission Meeting where there was a presentation from public
works on this project. They stated that a pole on the sidewalk had caused or could cause an accident for those
riding their bike which was yet another reason to widen the street. This excuse of a pole on the sidewalk that
had caused an accident is a little hard to swallow. I for one, ride my bike within a 2-mile radius from my home
and these poles on the sidewalk are throughout the city e.g. Memory Lane to City Drive comes to mind. It was
also brought to the table that the main reason for allowing 30 homes to be demolished was to appease
neighboring commuters from Tustin into entering our city. I sincerely hope this was not the case but rather a
rumor amongst the residents of Delhi.
Born and raised in Santa Ana, Delhi - aka as Cross Warner - is a very old neighborhood and to think that our
city deemed it necessary to erase generations of Santaneros and displace long-term residents is disturbing. In
this instance, it was a woman who still lived in her grandmother's home— a home raising another generation -
all of her memories bulldozed to appease what exactly? I cannot help but ponder—can this happen to my
home? Where my children and grandchildren spend their time— my house filled with laughter and cooking
and watching old films— bulldozed to appease another?
I would expect this Planning Commission and others to follow to think carefully prior to approving any future
eminent domain projects where long term residents are displaced. One constant factor I hear repeatedly is
that residents are not informed in plenty of time to voice their opinion /opposition etc.
Thank you Mayor Pro Term for asking the question why this has taken so long. I was hoping that council as a
whole would mention that 30 homes were displaced.

In closing, I did request the Planning Commission to include the public works presentation into the minutes
and notes of the March 23, 2026 meeting. Residents are entitled to see what this project entailed and for
whom.

Dear City Council,
I am opposed to a 37 story tower in our city along Broadway.
In 2005, the special election for Mr. Harrah's project held that only 18.5%of registered voters participated in the
election and 12.4%of all ballots cast were absentee ballots. Absentee ballots of 2005 should not to be conflated with
absentee voting post 2020 pandemic. Absentee ballots cast in 2005 were largely cast by out of town individuals and not
the working class residents of Santa Ana of 2005. I am willing to bet that if Santa Ana voters of 2026 were asked to
approve a 37 story tower along Broadway,they'd likely vote NO.
The recently proposed changes of Mr. Harrah to increase luxury residences and get rid of all office space indicates to me
that Mr. Harrah is not actually an investor in our City; it indicates that he is a profiteer who will take all that which he can
reap from a place where he refuses to sow. He claims that the tower will provide much needed housing for workers of
Civic Center, but I ask you genuinely,which public employees will be able to afford apartments which cost between
$3,000 and $6,000 per month?!
The 37 tower will not serve current long term working class residents. Approving his tower that he wants to be able to
see from his backyard in Laguna would be irresponsible to Santa Ana. If he wants to be able to see such a tower from his
own yard, maybe he should build it there.

My name is Julie Seyler and I live in Ward 5 in the Washington Square neighborhood.
I am writing with urgency regarding a recent development.
Washington Square is a vibrant, community-focused neighborhood with tree-lined
streets and strong daily resident connection,yet it lacks a dedicated park where people of all ages can gather, children
can play, and the community can thrive. As an
environmental justice area, a park is not just an amenity, it is a matter of equity, public health, and quality of life.
Establishing a park here directly supports the City's Parks Master Plan goal of 1.5 acres per 1,000 residents. With over
2,000 residents, Washington Square remains
underserved, even when the 10th & Flower park under development is completed.This is a clear opportunity to improve
health outcomes, strengthen community connections, and provide much-needed open space.
This project is also highly feasible:
• A willing property seller is in place
•The undeveloped land allows for a straightforward construction process
• No significant traffic or access concerns; entry is within the neighborhood
• Minimal infrastructure investment due to the park's passive design
However, as of April 19, 2026, the property owner reduced the offering to 0.92 acres (Option 1 of the feasibility study)
and lowered the asking price.The property is now
actively being marketed to developers, referencing California Senate Bill 9,which allows increased residential density,
potentially up to four units per lot. This significantly increases the risk of sale and development before the City can act.
I respectfully urge you to:
• Prioritize this property for acquisition
• Allocate funding in the upcoming budget
• Act promptly to prevent loss to private development

Washington Square residents strongly support a neighborhood park and are deeply concerned about potential high-
density development on this site.This is a rare and time-sensitive opportunity to secure a lasting public benefit by
utilizing the only undeveloped land suitable for a park in our neighborhood. I urge you to act quickly.
