On Saturday, December 16, 2012, at approximately 0100 hours, Orange County District
Attorney (OCDA) Supervising Investigator, RON SEMAN, contacted me in regards to an officer
involved shooting incident that occurred at 506 East Washington Avenue in the city of Santa
Ana. SEMAN requested I respond to Western Medical Center- Santa Ana, located at 1001 North
Tustin Avenue, in the city of Santa Ana, to handle all hospital investigative responsibilities.
At approximately 0200 hours, I arrived at Western Medical Center- Santa Ana, and
contacted Santa Ana Police Department (SAPD) personnel; Detective DEAN FULCHER and
Officer ELIZABETH GRANADOS in the operating room doctors’ lounge. FULCHER advised me
that IGNACIO LEON was the subject involved in the shooting incident and he was currently
undergoing surgery. FULCHER also informed me that he had placed a hold on LEON’S pre-
transfusion blood, prior to my arrival.
At approximately 0315 hours, LEON’S surgery was completed and he was transferred to
Intensive Care Unit (ICU) Room #13.
At 0505 hours, Orange County Crime Lab Personnel HILARY PEPLOWSKI and BRETT
DORETTI arrived at Western Medical Center- Santa Ana. They responded to ICU room #13
where they photographed LEON.
