On December 16, 2012, at approximately 0130 hours, I was contacted by Orange County
District Attorney Supervising Investigator RON SEMAN who notified me of an officer involved
shooting involving the Santa Ana Police Department. SEMAN requested I respond to 506 East
Washington Avenue, in the city of Santa Ana, and assist in the investigation.
I arrived on scene at approximately 0251 hours, and joined a briefing of the shooting
incident. The briefing had already commenced, and was given by Santa Ana Police Sergeant JAY
MILLER. Present at the briefing were investigators from the Orange County District Attorney’s
Office, the Santa Ana Police Department, and members Orange County Crime Lab.
At the conclusion of the briefing, SEMAN partnered me with Santa Ana Police
Investigator GUSTAVO MOROYOQUI to conduct canvass interviews of the shooting scene and
the surrounding area.
At approximately 0315 hours, MOROYOQUI and I conducted the following audio digital
recorded canvass interviews: Please refer to the audio recordings for full and complete details
of the interviews.

I spoke to , who was a Spanish speaker. told me she
was in her residence asleep, when she was awakened by sirens. did not hear or
witness the shooting incident.
I spoke to who told me she was asleep in her residence and did
not hear or witness the shooting incident.

I spoke to , who told me she was in her residence when
she heard a male and female arguing outside of her residence also heard a child
outside with the adults. heard a female yell in Spanish, “Shut-up, shut-up, it is
better if you leave him.” stepped out of her residence, onto her doorstep, and
could still hear the arguing in Spanish, but could not see anyone. was on her
doorstep for a short time. went back into her residence and called the Santa
Ana Police Department to report the incident. called the non-emergency
telephone line at the Santa Ana Police Department and asked to remain anonymous, when the
police dispatcher asked for her name. then heard three gunshots.
did not hear any screaming or shouting before the shooting incident.

I spoke to , who is a Spanish speaker. was at work when the
shooting incident occurred and did not hear or witness the shooting incident.
I spoke to who told me he was in the living room of his residence
when he heard three gunshots did not hear any yelling or screaming before or after
the shooting incident did not witness the shooting incident.
I spoke to who told me she was in the living room of her residence
when she heard three gunshots. did not hear any yelling or screaming before or
after the shooting incident.

I spoke to , who is a Spanish speaker. told me he was in
his residence asleep and was awakened by gunshots. did not know how many
gunshots he heard. looked out the kitchen and living room windows of his second
story apartment. The west facing windows overlook his driveway and the shooting scene.
said he saw people in the shooting scene, but his view was obstructed in both
windows by a tree.
I spoke to , who is a Spanish speaker. told me she was
in her bedroom and heard three gunshots did not hear any yelling or screaming
before or after the shooting incident. me she looked out her living room and

kitchen windows, and saw police officers at the shooting scene did not witness the
shooting incident.
I spoke to who told me he was in the living room of his residence and
heard 3 three gunshots in rapid succession did not witness the shooting incident.
I spoke to who told me she was in her residence and heard what she
believed were firecrackers. did not hear any yelling or arguing before or after the
sounds she believed were firecrackers. looked out the window, that overlooks the
shooting scene, but she did not see anything.
I spoke to who told me she was in the living room of her residence
watching television and did not hear or witness the shooting incident.
I spoke to , who is a Spanish speaker. told me she
was eating dinner in the kitchen of her apartment, with her brother , when
she heard gunshots. said she became frightened and sat on the floor for a while.
When things calmed down, she got up. heard more than one gunshot, but could
not tell me how many. did not look out the window of her second story
apartment. She also did not hear any screaming before or after the shooting incident.

I spoke to who is a Spanish speaker. told me that he
was eating dinner in the kitchen of his apartment, with his sister , when he
heard 3 three gunshots. and his sister lay on the kitchen floor for protection when
they heard the gunshots. did not witness the shooting incident did
not hear any yelling or screaming before or after the shooting incident.
I spoke to who is a Spanish speaker. told me she was in the
living room of her residence when she heard an unknown amount of gunshots. did not
hear any yelling or screaming before or after the shooting incident. did not witness the
shooting incident.
I spoke to , who told me he was in the living room of his residence when
he heard an unknown number of gunshots. did not witness the shooting incident.

I spoke to who told me she was watching television when she
heard 3 three “pops”. thought the “pops” were fireworks. did not hear
any yelling or screaming before or after she heard the “pops.”

I spoke to who told me she was watching television in her residence
when she heard loud “cracks.” thought the cracks where fireworks. did
not hear any yelling or screaming before or after the shooting incident.
I spoke to who is a Spanish speaker. told me she was
visiting the residents at , when she heard an unknown number of
gunshots. did not hear any yelling or screaming before or after the shooting incident.
I spoke to who told me she was in her bedroom, of her second story
apartment, when she heard a vehicle arrive at the residence where the shooting incident
occurred. said she heard a male and a female talking mother,
, told her there were two police cars outside. then heard 4 four gunshots.
did not hear any yelling or screaming before or after the shooting incident.
exited her residence and saw police vehicles arriving and the area being secured by police
officers. stated her mother,, was also home but she was taken to the
Santa Ana Police Department where she was interviewed by investigators.

when she heard a male and female arguing in English and Spanish outside of her residence.

heard a female say, “Junior give me him.” then heard the male voice cursing at
the female. then heard some yell in English, “Hey you stop right there, don’t move”
followed by 3-4 gunshots. did not see the people arguing or witness the shooting
incident.
On December 17, 2012, I spoke to in a telephone interview.
is a Spanish speaker. told me he was asleep and was awakened by 3-4
gunshots. did not witness the shooting incident and did not hear any yelling or
screaming before or after the shooting incident.
I spoke to , who told me she was asleep and was awakened by
three gunshots. did not hear any yelling or screaming before or after the shooting
incident. did not witness the shooting incident.
I spoke to . is the mother of the subject involved in the
shooting incident, IGNACIO LEON. Investigator MOYORQUI and I spoke to at the
corner of French Street and East Washington Avenue, Santa Ana, as she attempted to re-enter
the crime scene. had just been released from the hospital.
told me she was in her apartment prior to the shooting incident with her son,
IGNACIO LEON, IGNACIO’s girlfriend, roommate) and
brother-in-law, , (AKA ). said LEON and

were arguing in her apartment. asked and ” to take LEON
outside. locked the front door to the apartment once LEON was outside, so LEON
would not come back into the apartment. LEON asked to open the door, but
refused. LEON then broke the windows to the apartment and went down stairs. A
short time later, knocked on the door, but did not open the door because
she believed it was LEON. When did not open the front door, yelled, “They
shot your son.” was told that the “police man” had shot her son. told
that the “cops” shot LEON three times.
exited her residence to look for LEON, but she did not locate him
became sick and was transported to Saint Joseph Hospital where she was treated and later
release from the hospital.
said, witnessed the shooting and was going to go to the Santa Ana
Police Department to give a statement. ” told that LEON was on the fence,
with his hands up, when the police shot him. said, is her “renter” and she
did not know his last name. said she did not hear or witness the shooting incident.
I spoke to . is the girlfriend, of the subject involved in the
shooting incident, IGNACIO LEON. Investigator MOYORQUI and I spoke to at the
corner of French Street and East Washington, Santa Ana, as she attempted to re-enter the
crime scene, with LEON’s mother,
said she was in apartment ( Santa Ana)
with LEON and . said she was arguing with LEON because he came home

late and was drunk. said a subject named, roommate) and
brother-in-law), who were also in the apartment, took LEON
outside at the request of . said she then locked herself in
bedroom alone, to avoid arguing with LEON. She later heard windows breaking and
yelling at LEON for breaking the windows. then heard ” yell, “they shot him,
they shot him.” told me she did not hear or witness the shooting incident.
I spoke to , who told me he was in his bedroom when he heard
ambulances and police outside. did not hear the shooting incident, or any yelling or
screaming.
I spoke to who told me he was asleep and was awakened by a loud
“bang” followed by screaming. thought the “bang” was a car accident.
looked out his bedroom window and saw a man on the ground, outside in a parking lot across
the street from his residence. The man was wearing a black jacket and pants. saw
police officers approach the subject. said it appeared to him that the police officers
handcuffed the subject. said his view of the subject was obstructed by the police
officers, so he went back to sleep. did not hear any yelling or screaming before the
“bang.”
I spoke to who told me she was asleep when she was awakened by
gunfire. believes she heard three gunshots. called 9-1-1 to report that

someone had been shot. looked out the living room window and saw a subject
screaming in pain outside. saw uniformed police officers standing by the subject.
did not witness the shooting incident.
I spoke to , who is a Spanish speaker. said he was asleep and
was awakened by two gunshots. saw a subject on the ground and police officers
with the subject. did not witness the shooting incident.

I attempted to interview , but their mother
refused to wake them for an interview. stated and were asleep
and did not witness the shooting incident.
I spoke to who told me she was in her residence when she heard 2-4
gunshots. exited her residence and heard a subject moaning. then saw a
subject, on the ground in a parking lot across the street. As approached the subject, she
saw two subjects standing near the subject that was lying on the ground. As she got closer to
the scene, she noticed the two subjects that were standing, were police officers. One of the
police officers was pointing a gun at the subject on the ground. said that she walked to
the middle of the street and yelled, “Hey.” One of the police officers yelled back, “Get back
inside your house.” said she yelled back at the police officers, “No, I saw what you guys

did.” said the police officers handcuffed the subject on the ground. did not
witness the shooting incident.
