On Sunday, December 16, 2012, at approximately 0100 hours, Orange County District
Attorney (OCDA) Supervising Investigator RON SEMAN contacted me regarding an officer
involved shooting incident, involving the Santa Ana Police Department (SAPD). SEMAN
requested I respond to 506 East Washington Avenue, in the city of Santa Ana, and assist with
the investigation.
At approximately 0230 hours, I arrived at the location and met with investigators from
the Orange County District Attorney’s Office and from the Santa Ana Police Department, who
were present to assist in the investigation.
At 0245 hours, Santa Ana Police Sergeant JAY MILLER conducted a briefing of the known
circumstances surrounding the incident for the personnel involved in the investigation.
Following the briefing, OCDA Supervising Investigator RON SEMAN assigned me to assist
OCDA Investigator ED WOOD in scene responsibilities. We were partnered with Santa Ana
Police Detectives JIM GARCIA and RASHAD WILSON.
