H <br />y'^BlAHAPOV^ <br />Jail Bureau <br />TO: Chief David Valentin <br />FROM: Jail Administrator Jaime Manriquez <br />DATE: September 14,2022 <br />SUBJECT: In-Custody Death of Darryle Marcell Samuel Sr. <br />ICD-2021-0001 <br />I have reviewed Corporal Johanna Lizardi's administrative report and associated reports related to this <br />investigation. Based on my review, I have come to the following conclusion: <br />On Friday, June 25, 2021 Correctional Officer (CO) Suzanne Tolone was assigned to the Jail as a housing officer <br />for Module 4C 0630-0930 hours. At approximately 1040 CO Esteban Gonzalez assumed module 4C's post and at <br />1118 hours inmate Darryle Marcell Samule Sr. was found unresponsive in cell 4C17. <br />The Orange County Sheriff-Coroner's Office determined Samuel's cause of death was ligature hanging by <br />suicide, which was noted, in Corporal Lizardi's administrative report. <br />I concur with the findings <br />Respectfully Submitted, <br />mmistrator <br />Manriquez
