CARVO Approved By: Date of Report:11/16/2012 Date:11/29/12 Page 1 of 3 CASE NAME: GUILLEN, JAIME LOPEZ CLASSIFICATION: OFFICER INVOLVED SHOOTING (NON-FATAL) INTERVIEW OF: NETZHER MURO, FIREFIGHTER/PARAMEDIC ORANGE COUNTY FIRE AUTHORITY DATE AND TIME: NOVEMBER 15, 2012 1511-1522 HOURS LOCATION: 120 WEST WALNUT STREET, SANTA ANA On the above date and time, I conducted an audio digitally recorded interview of Orange County Fire Authority (OCFA) Firefighter/Paramedic NETZHER MURO regarding an officer involved shooting involving JAIME LOPEZ GUILLEN and the Santa Ana Police Department (SAPD). During parts of the interview, MURO referred to a copy of the OCFA Incident Report (#2012-083372) and Pre-Hospital Care Report for this incident. The following is a summary of the interview. MURO has been a firefighter for twelve years and a paramedic for the last nine years. He started working for the City of Santa Ana Fire Department prior to that agency being absorbed by the OCFA. On October 22, 2012 at approximately 2217 hours, OCFA Engine 75 was dispatched to the area of 211 South Ross Street in Santa Ana regarding a shooting victim. Upon arrival at approximately 2222 hours, MURO saw the area had been cordoned off by SAPD officers. Officers directed him to the side of a house, where MURO saw a male subject handcuffed and lying on his back. The male subject identified himself to MURO as CALEB TORRES; however, later at the hospital, he was positively identified as JAIME LOPEZ GUILLEN. MURO said there were two or three SAPD officers standing near GUILLEN, monitoring his condition. One of the officers pointed out GUILLEN’s injury to MURO, which MURO described as a through-and-through gunshot wound to the left upper thigh and buttock. MURO said the smaller of the two wounds was on the front part of GUILLEN’s thigh, and the larger of the two wounds was on GUILLEN’s left buttock. MURO noted there was not a lot of blood on the ground and the wound was not actively bleeding. MURO asked the SAPD officers to remove GUILLEN’s handcuffs, and they did. He then cut GUILLEN’s clothing off and saw there were no other apparent injuries. MURO described GUILLEN’s condition as being stable, but he was also uncooperative and belligerent. MURO could smell the odor of an alcoholic beverage on GUILLEN’s breath and person. GUILLEN refused to give his name or provide any medical history. He continually screamed that the injury hurt, and he wanted something to make the pain go away. Eventually, GUILLEN identified himself as “CALEB TORRES” and said that he had been walking with his girlfriend when someone shot him. He did not know who had shot him. MURO placed a cervical collar on GUILLEN and put him on a backboard. He started an intravenous saline line in GUILLEN’s left forearm but did not administer any medications. MURO accompanied GUILLEN when he was transported by CARE Ambulance to Western Medical S.A. 12-026 Investigator: P. CARVO Approved By: Date of Report:11/16/2012 Date:11/29/12 Page 3 of 3 Center-Santa Ana (WMCSA). They arrived at WMCSA at approximately 2242 hours, at which time MURO relinquished care of GUILLEN to WMCSA personnel.
