Kendrick # 257 Approved By: Date of Report: 07-24-13 Date: 10/03/2013 Page 1 of 12 CASE NAME: GONZALEZ, JESSICA CLASSIFICATION: OFFICER INVOLVED SHOOTING (FATAL) TYPE: INITIAL RESPONSE/CANVASS AGENCY: SANTA ANA POLICE DEPARTMENT On Sunday, June, 23 2013, at approximately 0915 hours, Orange County District Attorney (OCDA) Supervising Investigator MARK GUTTIERREZ contacted me regarding an officer involved shooting, involving the Santa Ana Police Department (SAPD). GUTIERREZ requested I respond to 809 South Townsend Street in the city of Santa Ana, and assist with the investigation. At approximately 1010 hours, I arrived at the location, and met with Investigators from the OCDA and Detectives from SAPD, who were present to assist in the investigation. At approximately 1050 hours, SAPD Sergeant PHIL CRAFT # 2979 conducted a briefing of the known circumstances surrounding the incident for the personnel involved in the investigation. Following the briefing, GUTIERREZ assigned SAPD Detective MICHAEL JUDSON #874 and I to conduct witness interviews. I conducted the following audio digital recorded interviews. On Sunday, June 23, 2013, was awakened by approximately five gunshots. did not witness the shooting incident. On Sunday, June 23, 2013, was awakened by the sound of approximately five gunshots. did not witness the shooting incident. On Sunday, June 23, 2013, was in his living room, when he heard approximately five gunshots. went outside to the west alley and saw several police officers with guns in their hands. saw a body lying on the ground, but could not tell if it was male or female. then returned to his apartment. did not witness the shooting incident. On Sunday, June 23, 2013, was sleeping in her living room when she was awakened by the sound of gunshots. did not witness the shooting incident. On Sunday, June 23, 2013, was sleeping in his bedroom, when he was awakened by the sound of approximately five gunshots. did not witness the shooting incident. SA 13-015 Investigator: M. On Sunday, June 23, 2013, was in his bedroom, when he heard three gunshots, and then another eight gunshots. went downstairs, and looked outside toward the west alley and saw two police officers. did not witness the shooting incident. On Sunday, June 23, 2013, did not witness or hear the shooting incident. On Sunday, June 23, 2013, was in the living room, when he heard approximately eight gunshots. . did not witness the shooting incident. SA 13-015 Investigator: M. On Sunday, June 23, 2013, at approximately 0800 hours, was sleeping in her bedroom, and was awakened by the sound of approximately three gunshots, and then other five or six gunshots. did not witness the shooting incident. On Sunday, June 23, 2013, was in her apartment when she heard gunshots. did not witness the shooting incident. On Sunday, June 23, 2013, was in his apartment when he heard what sounded like fireworks, however did not think anything of it. did not witness the shooting incident. On Sunday, June 23, 2013, at approximately 0815 hours, was in her bedroom, when she heard what sounded like fireworks. described four firework noises, a pause and then another four firework noises. heard at least two male voices coming from the west alley. thought she heard one male say, “Stop,” in English. did not witness the shooting incident. On Sunday June 23, 2013, between 0800 and 0830 hours, was awakened by the sound of approximately eight gunshots. did not witness the shooting incident. On Friday, July 19, 2013, SAPD Detective JUDSON and I contacted at her apartment. On Sunday, June 23, 2013, between 0800 hours and 0810 hours, heard approximately 4 gunshots, followed by male voices yelling something in English, and then more gunshots. did not understand what was said. did not witness the shooting incident. On Sunday, June 23, 2013, was awakened by several gunshots. did not witness the shooting incident. On Sunday, June 23, 2013, was sleeping at the time of the shooting incident. did not witness or hear the shooting incident. On Monday July 1, 2013, SAPD Detective JUDSON and I contacted at his apartment. On Sunday, June 23, 2013, was awakened by two or three gunshots. did not witness the shooting incident. On Sunday, June 23, 2013, was awakened by the sound of gunshots. looked outside her window and saw two police officers. did not witness the shooting incident. did not witness or hear the shooting incident. On Sunday, June 23, 2013, at approximately 0700 hours, was awakened by several gunshots. did not witness the shooting incident. On Sunday, June 23, 2013, was awakened by approximately ten gunshots coming from the west alley. did not witness the shooting incident. On Sunday, June 23, 2013, at approximately 0730 hours, was in the living room of his apartment, when he heard approximately nine gunshots, a pause and then approximately five gunshots. heard male voices coming from the west alley, but could not understand what they were saying. went to the west alley and saw a several police officers holding guns. The police officers told to go back inside his apartment. did not witness the shooting incident. SA 13-015 Investigator: M. Kendrick # 257 Approved By: Date of Report: 07-24-13 Date: 10/03/2013 Page 7 of 12 On Sunday, June 23, 2013, was awakened by what sounded like fireworks or gunshots. heard male voices say in English, “Put your hands up in the air,” and “do not move.” went downstairs, and looked toward the west alley, and saw police officers covering objects, with paper. saw a garage door, with two bullet holes. did not witness the shooting incident. On Sunday, June 23, 2013, was in her bedroom, when she and heard four of five gunshots. did not witness the shooting incident. did not witness or hear the shooting incident. did not witness or hear the shooting incident. On Monday, July 1, 2013, SAPD Detective JUDSON and I contacted at his apartment. On Sunday, June 23, 2013, at approximately 0700 hours, was awakened by approximately ten gunshots. did not witness the shooting incident. On Monday July 1, 2013, SAPD Detective JUDSON and I contacted at her apartment. On Sunday, June, 23 2013, was awakened by approximately seven gunshots. did not witness the shooting incident. Kendrick # 257 Approved By: Date of Report: 07-24-13 Date: 10/03/2013 Page 8 of 12 On Thursday, July 18, 2013, SAPD Detective JUDSON spoke with in Spanish by phone. told Detective JUDSON that on Sunday, June 23, 2013, he did not witness or hear the shooting incident. On Friday, July 19, 2013, at 0640 hours, SAPD Detective JUDSON and I attempted to contact at his residence, and got no answer. I left a business card for to call me. At approximately 0913 hours, I called cellular telephone. A male answered the phone and claimed he was however he claimed he did not speak English. I requested OCDA Supervising Investigator RANDY LITWIN to assist me with interviewing When I attempted to called back, his telephone went to voice mail. At the time of writing this report, I have not been able to speak with On Sunday, June 23, 2013, was awakened by approximately six to eight gunshots. went to her vehicle, which was parked by the west alley, and saw police officers. returned to her apartment. did not witness the shooting incident. On Sunday, June 23, 2013, at approximately 0805 hours, was awakened by six gunshots, a pause, and then another five gunshots. did not witness the shooting incident. On Monday, July 1, 2013, SAPD Detective JUDSON and I contacted at his apartment. On Sunday, June 23, 2013, at approximately 0800 hours, was awakened by approximately eight gunshots. did not witness the shooting incident. On Monday, July 1, 2013, SAPD Detective JUDSON and I contacted at her apartment complex laundry room. On Sunday, June 23, 2013, at approximately 0800 hours, was awakened by approximately eight gunshots. did not witness the shooting incident. was not home at the time of the shooting incident. On Sunday, June 23, 2013, was in her living room with her husband, when she heard what she thought was fireworks, however because the sound was so rapid, she realized they might have been gunshots. walked outside, and heard male voices yelling in English; however she could not understand what was being said. On Sunday, June 23, 2013, was awakened by approximately sixteen to twenty gunshots. looked outside toward the east alley, and saw the alley being blocked off by the police. did not witness the shooting incident. On Sunday, June 23, 2013, was awakened by approximately five gunshots. went to the east alley however the police would not allow him to enter the alley. did not witness the shooting incident. On Sunday, June 23, 2013, was awakened by approximately three to four gunshots coming from the east alley. did not witness the shooting incident. On Sunday, June 23, 2013, was awakened by approximately three to five gunshots. did not witness the shooting incident.
