SPECIAL SERVICE TO THE COMMUNTIY PRESENTATION – October 2007 Gabriel Soto and Daniel Flores, Catalina Campout Volunteers, were present to accept the award for October 2007. MINUTES Approve Minutes of Regular Meeting held on September 26, 2007. 2. RECORDING SECRETARY’S REPORT The October 24, 2007 agenda was posted on the doors of the Parks, Recreation and Community Services Agency Headquarters office on October 19, 2007. 3. ABSENCES Excuse the September 26, 2007 absence of K. BUDGET UPDATE Executive Director G. Mouet updated the Board on the status of the Fiscal Year 2007-2008 Budget Challenges. Handout on file with Recording Secretary for review. D. Orea arrived at 5:52 p.m. 2. ATHLETIC FIELD RESERVATION SYSTEM Executive Director G. Mouet made a PowerPoint presentation on the Agency’s reservation system. Same presentation will also be made to the Parks, Recreation, Education and Youth Council Committee on November 7, 2007. Copies of PowerPoint slideshow on file with Recording Secretary for review. K. Nguyen left at 6:33 p.m. PUBLIC COMMENTS Hector Lopez Why have fields been taken away from his league? This decision is unfair to his participants as they now have no practice fields. Understands the need for the Gang Injunction All his participants are from the area. Juan Mejia – Olympic Youth Soccer League League participants are from the Santa Anita and Campesino Park areas. League was created in these parks for these kids from this area. About six years ago, the reservation system was created to focus on serving kids around these parks, but the league doesn’t get the field time. When rosters were collected, staff assigned field use at Monroe and Delhi, not at Santa Anita and Campesino, causing transportation problems for kids who live in the Santa Anita and Campesino areas. Met with Mike Lopez who described the City’s priorities and was referred to the Committee on Field Use, nothing happened there. Feels the system does not function, observes kids from outside of Santa Ana which further creates a field demand problem. Olympic supports any program that serves kids from the immediate area, but does not feel that accommodating kids from outside the City is fair. Is getting pressure from parents in the area to go to Council for resolution. Went to Council, was referred to come before the Board to voice concerns. Feels that Santa Anita is serving kids from outside of Santa Ana. Believes time is not fully being used by Santa Anita. Witnessed utility waste by lights being on and no one using the fields. Roy Alvarado – Santa Anita Neighborhood Association Since program has started, and it did take a few years, it is growing. Santa Anita Neighborhood Association (SANA) is a designated non-profit organization. All SANA Board Members are unpaid volunteers. Any funds raised go back to the community. SANA leagues are not the same as other leagues who only use fields and leave. SANA users are from the neighborhood, and the park looks better because the community takes pride in their parks. Soccer will start losing time to make room for other sports. Want to be a versatile community and give the kids more options. UNAPPROVED MINUTES Board of Recreation and Parks Minutes of October 24, 2007 Meeting Page 3 of 5 Chrispen Salgado – Pumas Club Oversees the Pumas Club, with 50 kids. Has lived in the neighborhood for 17 years and has had Pumas for 4 years. Was told by Mr. Alvarado that a Delhi Team was practicing on Santa Anita fields and that Pumas would not have practice fields for over a month. Has been told by kids in his club that they were being charged $350 per kid to play on the SANA league. Pumas does not charge anything. Only asking for one to two hours for practice. Many parents do not have cars to drive outside of the neighborhood for practice. Discussion ensued about the need for programs with varied educational/life style components and not just a win/loose mentality. 3. DECEMBER MEETING AND HOLIDAY CELEBRATION The regular meeting of the Board will occur on Wednesday, December 12th at 5:30 p.m. to approve minutes of the November meeting, make award presentations and will adjourn to the Mouet Home for a holiday celebration. 4. NOMINATIONS FOR SPECIAL SERVICE AWARD TO THE YOUTH AND COMMUNTIY OF SANTA ANA Steve McGuigan for his active volunteerism throughout the City. (December) Santa Ana College for its support and efforts toward the 2007 Youth Expo. (November) MOTION: J. Stroud SECOND: W. Toys for Tots Kick-Off event on Saturday, December 1, 2007 from 10:00 a.m. to 2:00 p.m. at the northeast parking lot of Main Place Mall. Lou Correa event at the Santa Ana Zoo on Sunday, December 2, 2007. Rubber Boot Race – Saturday, January 19, 2008. STATUS/UPDATES 1. COMMITTEE ON FIELD USE (CoFU) – Updates provided. 2. OPEN SPACE COMMITTEE – No report. 3. EVENTS AND PROGRAMS COMMITTEE – Updates provided. 4. GRAFFITI/VANDALISM RESTITUTION – No report. 5. CABLE UPDATES Time Warner experiencing outages in Orange County due to fires and winds, service to Santa Ana subscribers is doing well so far. Time Warner has a recording greeting announcing this information to callers. Customer Service is doing better at 61%. F. COMMUNITY CONTACT REPORTS AND UPDATES – No report. 7. PENDING ITEMS/ACTION ITEMS FOR FUTURE MEETINGS Renaissance Specific Plan Work Study Session (November Meeting) Chepa’s Park sign and plaque installation ceremonies (future meeting) COMMENTS PUBLIC COMMENTS Indicated above. STAFF/CONSULTANT COMMENTS G. Mouet Distributed flyer for the Washington Square Concert. Tillamook has given the Agency their table for eight, open to all commissioners. A. Martinez Described changes to Agenda and Minutes as per recent training of citywide Recording Secretaries. Distributed draft of Renaissance Specific Plan for review prior to the November work study session. R. Ono The Agency was approached by the Floral Park Neighborhood Association regarding the designation of Fisher Park as a historical site. Staff researching this request further Fisher Park is within the boundaries of the Fisher Park Neighborhood Association and not the Floral Park Neighborhood Association. Is working with the Santa Anita Neighborhood Association on soccer program registrations through CalSouth. J. Straka Please recycle! BOARD/STUDENT REPRESENTATIVE COMMENTS D. Orea Updated Board on progress of the Health and Fitness Task Force. ALiSA is going on its sixth year. Staff is seeking a new intern for the program. Get ready for the Rubber Boot Race! Maps for the walking trails are done and out there. J. Stroud Would like confirmation of Supervisor Janet Nguyen’s commitment of $5,000 for Logan Park Swings. (Staff is researching details). Inquired as to the progress of the signs for Chepa’s Park. Staff has been working with the Andrade Family on cost and design issues. The plaque has been ordered, the sign is pending. Would like flyers of the Toys for Tots Kick-Off event and Senator Correa’s event to distribute at the October 25th CommLink meeting. OCHSA students will be doing a performance of “Where the Wild Things Grow”. Would also like to do at El Salvador Center and Santa Ana Zoo. A percentage of the proceeds will go back to the Society. F. Acosta Apologized for tardiness – due to daughter’s Back to School night. Great draft of the Renaissance Specific Plan, very well done. T. Leon Tom LeMere passed away last month, would like to have a memorial bench installed at Windsor Park in his memory. Staff will research the cost of this project. Received information in the mail about the California Parks and Recreation Society’s annual conference in February, 2008 in Long Beach. Would like to attend. Staff will research the cost. Really enjoys receiving and reading the Agency’s monthly newsletter, the “Agency Buzz”.
