SANTIAGO CREEK WILDLIFE AND WATERSHED CENTER PRESENTATION A PowerPoint slideshow was presented highlighting the history of Santiago Park, a review of upcoming projects in Santiago Park, and the programs that are to be scheduled out of the new center. PUBLIC COMMENT Steve McGuigan – 5642 Keelson, Santa Ana, CA 92704 Great job on the new center. Invitation extended to all to attend the ribbon cutting of the new Conservation Carrousel featuring endangered species animals at the Santa Ana Zoo on Saturday, August 30th at 11:00 a.m. Riders will receive an endangered animal trading card upon exiting the ride to learn more about conservation. Rob Cook – 1008 N. Broadway, Santa Ana, CA , 92701 Would like to see group campgrounds established in Santiago Park. Has ten grandchildren and would like to bring them to this local park. Requested that the cable service provider stop increasing the volume when commercials are aired. Brief recess taken at 6:55 p.m. to regroup for the remainder of the meeting following the Ribbon Cutting festivities for the new Santiago Creek Wildlife and Watershed Center. Reconvened at 7:05 p.m. 2. BOARD ELECTIONS Chairperson Nominations: Tish Leon nominated by Julie Stroud. Frank Acosta nominated by Ken Nguyen, Frank declined nomination due to meeting start time and distance from work to board meeting locations. Motion made to select Tish Leon as Chairperson for the fiscal year 2008-2009. MOTION: J. Stroud SECOND: W. NOMINATIONS FOR SPECIAL SERVICE AWARD TO THE YOUTH AND COMMUNTIY OF SANTA ANA Motion made to recognize Santa Ana Towers for their donation of $2,800.00 t the Santa Ana Senior Center. MOTION: J. Events of note: September 3: Listing for the Parks, Recreation, Education and Youth Council Committee is incorrect. It should read as the Joint Policy Meeting. September 20: -Carnival scheduled at Rosita Park. -Inner Coastal Watershed Clean-up scheduled for Santiago Park, Centennial Park, Spurgeon Elementary and Raitt Street Trail. September 24: Correct time for the Committee on Field Use meeting is 3:00 p.m. at the Agency’s headquarters, not at the City Corporate Yard. September 24: The Board Meeting will be conducted at Jackson Elementary in September, immediately following the Windsor Park Playground Renaming Ceremony. October 5: -Youth Expo at Santa Ana College beginning at 11:00 a.m. -Boo at the Zoo scheduled for various dates at the end of October. COMMITTEE ON FIELD USE (CoFU) Issues discussed at the August 27th meeting were: two violations made by California Youth Soccer League, one for no proof of insurance and one for a fight between parents - strike letters have been issued for both incidents; further review of resident requirements for leagues in the Facilities Use Policies and Procedures; different levels for various sports organizations being researched; discussion on putting a cap on the number of teams in a league; Mater Dei is being allowed to use the Dan Young Soccer Complex for LaCrosse. 2. OPEN SPACE COMMITTEE Agency is researching feasibility and cost of placing recycling trash receptacles in all city parks due to a new resolution by the City to support recycling efforts. Agency would prefer to install the dual, side-by-side receptacles that are for both regular trash and recyclables. Working with the Public Works Agency to split the cost. Future Agency agreements with facility users would also include a clause to ensure that promoters provide a way for event attendees to recycle. School traffic issue at Greenville School/Griset Park still being reviewed. Also occurring at Lillie King Park and MacArthur School. Orange County Water District is requesting to install water monitoring wells at Fisher and Santiago Parks. 3. EVENTS AND PROGRAMS COMMITTEE The Madison Park Adopt-a-Park, Walk-a-Thon and Antique & Classic Car Show had good turnouts. Catalina Campout was a great success with 80 kids participating, 10 junior counselors and 20 staff. Commissioners Leon and Stroud would like to have a packet on the Catalina Excursion created to solicit program donations. The Annual Talent Show at Salgado Center received great feedback. Many of the same acts will be featured at the Youth Expo in October. Tonight’s ribbon cutting was also a great success. 4. COMMUNITY CONTACT REPORTS AND UPDATES Reviewed and discussed. 5. CABLE UPDATES The Fishing Derby at Centennial Park was heavily promoted on CTV3. The City’s Cable Ordinance is being updated by Council to match the State’s ordinance. If new service providers come in to Santa Ana, the State would be the ones to award franchise, however the City would still receive franchise fees. Time Warner currently has 20,000 subscribers, and AT&T now has 800. Still working on CTV3 access for Santa Ana and Fullerton colleges. Seeking new public service announcements for CTV3. Those received are excellent and will soon be aired. New round of CCN shows will be coming out soon. Still receiving regular complaints regarding email extensions for internet subscribers. Both the adelphia.net and roadrunner.com extensions are in effect, and Time Warner is hesitant to eliminate the adelphia.net extension due to how it will affect subscriber address books. STAFF/CONSULTANT COMMENTS G. Mouet Still researching banner idea to promote Agency events and may start with the Rubber Boot Race and Santiago Park area. Please attend the Carrousel Ribbon Cutting this weekend at the Zoo. The Agency is going to have a very busy Fall season. Working with staff to compile a summary of youth served during the Summer season. M. Lopez Santiago Park received a donation of eighty boxed trees from a nursery in Escondido. A presentation was made to park maintenance staff by an organic fertilizer company on their product. Seems very feasible and further research is being done. Staff will be attending water conservation meetings in Los Angeles to obtain new ideas. If attending the September 6th concert at Morrison Park, be sure to check out the new drought-tolerant plants at the end of the park. Football season starts on August 29th at the Santa Ana Stadium. K. Bowers Really appreciate Santiago Park so much. P. Mitchell Thanks for coming to the new center! BOARD/STUDENT REPRESENTATIVE COMMENTS D. Orea The Health and Fitness Taskforce met this month. The City and OCTA will be partnering in the promotion of the walking maps, bus posters will be designed, and consideration also being given to installing map holders on the buses. New center is a great facility. K. Nguyen Congratulations to staff on a job well done on the new facility. Can’t wait to see overnight camping at Santiago Park! Board of Recreation and Parks Minutes of August 27, 2008 Meeting Page 6 of 6 J. Stroud September 6th is the Summer Concert put on by Morrison Park and six other neighborhood associations. Will be a great rock and roll show! Tables are being sold for $25 and accommodate eight people. You can also bring your own chair or blanket which is free! Will also have some great raffles, and the bike prize is a bike. This year’s theme is “It’s Easy Being Green”. Patrick – you are going to do great things with this facility. Is there still a Friends of Parks non-profit organization? Staff responded that they do not meet and are currently not compliant with non-profit requirements. W. Tobiska Amazing facility! Patrick – it is great to have people like you in the City who are passionate about nature. Is there a place to get composting material for home gardens? Commissioner Stroud shared that ETAC would have more information about this. T. Leon Thanks to the commissioners who wore their Board Shirts tonight. Learned that the Santa Ana Zoo Director, Ron Glazier, will be retiring. Is there an active search to replace him? Executive Director Mouet indicated that a search is being done on a national level. NEXT MEETING Wednesday, September 24, 2008 in the Jackson Elementary School Library, immediately following the naming ceremony at Windsor Park scheduled for 5:30 p.m. Motion to adjourn meeting.
