SPECIAL SERVICE TO THE COMMUNITY – JANUARY 2009 Randy Platt was present to receive this award on behalf of Community SeniorServ. CONSENT CALENDAR MOTION: W. Tobiska SECOND: J. AFTER SCHOOL PROGRAM PRESENATION Recreation Superintendent J. Rios gave a PowerPoint presentation with handouts, on file with Recording Secretary for review. 2. REQUEST FOR BOARD ACTION – ROSITA CELL TOWER LEASE AGREEMENT Item tabled to next regular meeting. 3. REQUEST FOR BOARD ACTION – DISSOLUTION OF BOARD COMMITTEES Due to the City’s current budget situation, the Board’s committees will be dissolved to decrease demand for staff time. 4. NOMINATIONS FOR SPECIAL SERVICE AWARD TO THE YOUTH AND COMMUNTIY OF SANTA ANA None at this time. UPCOMING EVENTS Calendars for March and April, 2009 were reviewed and discussed. Events of note: Mar 7-8, 2009: Zoo Birthday Celebration Mar 28, 2009: Cesar Chavez In-Service Day at Jerome Park, details pending Apr 16, 2009: Barrier Free Basketball Court Ribbon Cutting at Thornton Park, 9am STATUS/UPDATES 1. COMMITTEE ON FIELD USE (CoFU) – No report. 2. COMMUNITY CONTACT REPORTS AND UPDATES - Reviewed. 3. PENDING ITEMS/ACTION ITEMS FOR FUTURE MEETINGS Founders’ Day (Future) Event Banners (Future) COMMENTS PUBLIC COMMENTS No public present. STAFF/CONSULTANT COMMENTS R. Ono Provided the Board with a copy of the memo to City Manager regarding the Board’s recommendation on the use of future Cell Tower Revenues. Mayor was able to secure a $170,000 contribution from County Supervisor J. Nguyen to be used for the installation of a new clay tennis court at Cabrillo Pak. The estimated project cost is $300,000, so we are a little more than half way there. The ATS Cell Tower Consultant agreement has expired and will go before Council for renewal. The two new Park Inspector classifications have been pulled twice from Council agendas. Will be on the March 2nd agenda. Martinez Suggested that the Board’s agenda packets be sent electronically to save on postage, paper, envelopes and labels. Board agreed. M. Lopez Attended a water conservation conference in Los Angeles, tiered rate structures will soon be implemented. Public Works is already working on a water conservation ordinance. BOARD/STUDENT REPRESENTATIVE COMMENTS J. Stroud Very disappointed about the new bridge at the creek by Fisher Park. W. Tobiska We all know times are bad, we get bad news every day. Need to keep a stiff upper lip. F. Acosta Has noticed that the lights at the stadium are on every night. Does the Agency have enough reservations at the stadium to warrant that and cover the cost? Staff responded that with the synthetic turf, the field can technically be used 24/7. Reservation Administration is currently reviewing requirements for minimum number of players to warrant the use of lights. T. Leon With regards to the City’s reduction of Boards and Commissions, understands that the duties of the Library Board will be assigned to this Board. Would also like to suggest that ETAC duties fall under this Board. Will the Graffiti Removal program still be in the budget? Staff responded that as of this meeting, the program is still in the budget. Cannot answer to future budget cuts.
