ABSENCES Excuse the absence of Jerry Hills, and Wendy Tobiska. BUDGET UPDATE Executive Director Mouet gave a brief, verbal budget update as follows: Referred to the PRCSA’s Budget Impact Analysis on page 10 of the Board Packet. PRCSA FY 10-11 proposed budget is $16,216,000 or 6.8% less than its FY 09-10 budget. The 1.2 million dollar cut primarily impacted full time positions. This is an 18% reduction of the Agency’s full time employees with 67 positions remaining in the overall Agency Budget from the original 82 last year. To minimize the impact on public service, the personnel changes were made through a planned organizational restructuring effort. Summer programming is business as usual and a high priority for the agency. Will continue to advocate keeping all hours of operation and days of service status quo for all recreation centers, senior centers, libraries and zoo. 2. REQUEST FOR BOARD ACTION Motion to recommend to City Council to approve the naming of the playground at Angels Park in honor of Virginia Avila. Public Comments Jason Avila – represented the Avila Family He is Virginia Avila’s Grandson Happy to hear that the Summer Programming is in good standing and will continue. Very honored to know about this nomination for Virginia Avila. MOTION: K. Nguyen SECOND: M. REQUEST FOR BOARD ACTION Motion to recommend to City Council to approve a lease agreement with AT&T Mobility for cellular equipment building and a monopine cell tower at Jerome Park. PUBLIC COMMENTS Hazel Cox Newhouse – representing the Bella Vista Neighborhood Association She is in favor of the Cell Tower project. It will be great to get rid of the old restroom building at Jerome Park. MOTION: J. Stroud SECOND: K. STATUS/UPDATES 1. LIBRARY SERVICES COMMITTEE – No report. 2. COMMUNITY CONTACT REPORTS AND UPDATES – Reviewed. 3. PENDING ITEMS/ACTION ITEMS FOR FUTURE MEETINGS Follow Up Report on responses to Jerome Park issues Board members requested status report on Cell Tower Agreements P.E. Park Project status COMMENTS PUBLIC COMMENTS See above. STAFF COMMENTS G. Mouet The library staff did a great presentation during the work-study session on Teen Space. The Library received a grant from the Laura Bush Foundation for $600,000. J. Rios Recreation is in the middle of summer programming: Summer Day Camp, Aquatics, and PRIDE Campout. Jenny and Jeannie Jurado moving to City Hall. Jenny will be making available the Ward Chart in the near future. R. Ono The agency received a site visit from the State on our Prop 84 grant application to make recreation improvements on Willard Intermediate School. The State received approximately 500 applications requesting funding under this grant program. Only the applicants that made the short list received site visits and we were one of the lucky applicants. We received a letter from the State indicating our application for Phase 2 of the Flower Street Bike Trail is being recommended for funding in the amount of $550,000, under the Recreation Trails Program (RTP). Phase 2 of the Flower Street Bike Trail will connect to the City of Costa Mesa Bike Trail. K. Yamaguchi Tish Flynn is retiring and coming back part time to help coordinate the Docent Program. The next Blues/Jazz Concert is on July 18, 2010. On the third Sunday Santa Ana Residents get in free to the Santa Ana Zoo. The day shifted from Tuesday to Sundays. Zoofari is scheduled for Saturday, August 28, 2010 and the theme is Hot Egyptian Nights. Board of Recreation and Parks Minutes of June 30, 2010 Meeting Page 4 of 4 Tonight is the last night for Frank Mickadeit to be at the Santa Ana Zoo. There has been lots of press coverage, including the Channel 11 morning news. H. Folmar Rob Richardson came by and was amazed with Jerome Center and the Teen Space Satellite. Excited to expand to the Jerome Center and Cheryl is doing great. Library Archivist Manny Escamilla will be conducting an oral history project in the Jerome area. Barbara Bush Librarians of Tomorrow Grant – The Library applied for and received a grant from the Federal Institute for Museum and Library Services. The grant provides over $600,000 over a three-year period to support the Library’s well-established program to develop bilingual librarians. Santa Ana Public Library was the only public library in the United States to be awarded one of these grants. Tutoring Program had an opportunity to save a full-time Recreation Leader from Recreation to the Library. BOARD/STUDENT REPRESENTATIVE COMMENTS T. Leon Light refreshments only for the next meeting will be okay. There will be a 4th of July event on Fourth Street Concert at the Santa Ana Zoo on July 18th will be great and encourage all to attend.
