5.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202503 FOR THE

Project Applicant: Jason and Anais Beith (Property Owner and Applicant)
Project Description: Applicants are requesting approval of Historic Exterior
Modification Application (HEMA) No. 202503 for the above property, known as the
A.L. Glines House. Exterior modifications include construction of a secondstory rear
addition to the residence and legalization of unpermitted work to the residence and
detached garage. The secondstory addition will involve the removal of the rear hipped
portion of the roof and construction of a taller gabled roof. Three unpermitted vinyl
windows will be replaced with wood hung and awning type woodsash windows.
Additionally, new hung and awning type woodsash windows will be added to the stucco
clad exterior. A molding that traces the historic eaves will be retained and/or restored to
differentiate the new construction from the historic building. Legalization of unpermitted
work includes an upperstory addition on the rear south of the building, two attached
wood pergolas, a wood rear deck, and a fixed pane window on the ground floor of the
south elevation.
Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
and the CEQA Guidelines, the project is exempt from further review under Section
15331 (Class 31), as this action is designed in a manner consistent with the Secretary
of Interior’s Standards. A Notice of Exemption, ER No. 202581, will be filed for this
project.
Recommended Action:
1. Adopt a resolution approving a Certificate of Appropriateness for Historic
Exterior Modification Application No. 202503 as conditioned.

Project Description: Applicants are requesting approval of Historic Exterior
Modification Application (HEMA) No. 202503 for the above property, known as the
A.L. Glines House. Exterior modifications include construction of a secondstory rear
addition to the residence and legalization of unpermitted work to the residence and
detached garage. The secondstory addition will involve the removal of the rear hipped
portion of the roof and construction of a taller gabled roof. Three unpermitted vinyl
windows will be replaced with wood hung and awning type woodsash windows.
Additionally, new hung and awning type woodsash windows will be added to the stucco
clad exterior. A molding that traces the historic eaves will be retained and/or restored to
differentiate the new construction from the historic building. Legalization of unpermitted
work includes an upperstory addition on the rear south of the building, two attached
wood pergolas, a wood rear deck, and a fixed pane window on the ground floor of the
south elevation.
Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
and the CEQA Guidelines, the project is exempt from further review under Section
15331 (Class 31), as this action is designed in a manner consistent with the Secretary
of Interior’s Standards. A Notice of Exemption, ER No. 202581, will be filed for this
project.

Project Description: Applicants are requesting approval of Historic Exterior
Modification Application (HEMA) No. 202503 for the above property, known as the
A.L. Glines House. Exterior modifications include construction of a secondstory rear
addition to the residence and legalization of unpermitted work to the residence and
detached garage. The secondstory addition will involve the removal of the rear hipped
portion of the roof and construction of a taller gabled roof. Three unpermitted vinyl
windows will be replaced with wood hung and awning type woodsash windows.
Additionally, new hung and awning type woodsash windows will be added to the stucco
clad exterior. A molding that traces the historic eaves will be retained and/or restored to
differentiate the new construction from the historic building. Legalization of unpermitted
work includes an upperstory addition on the rear south of the building, two attached
wood pergolas, a wood rear deck, and a fixed pane window on the ground floor of the
south elevation.
Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
and the CEQA Guidelines, the project is exempt from further review under Section
15331 (Class 31), as this action is designed in a manner consistent with the Secretary
of Interior’s Standards. A Notice of Exemption, ER No. 202581, will be filed for this
project.
Recommended Action:
1. Adopt a resolution approving a Certificate of Appropriateness for Historic
Exterior Modification Application No. 202503 as conditioned.

Project Description: Applicants are requesting approval of Historic Exterior
Modification Application (HEMA) No. 202503 for the above property, known as the
A.L. Glines House. Exterior modifications include construction of a secondstory rear
addition to the residence and legalization of unpermitted work to the residence and
detached garage. The secondstory addition will involve the removal of the rear hipped
portion of the roof and construction of a taller gabled roof. Three unpermitted vinyl
windows will be replaced with wood hung and awning type woodsash windows.
Additionally, new hung and awning type woodsash windows will be added to the stucco
clad exterior. A molding that traces the historic eaves will be retained and/or restored to
differentiate the new construction from the historic building. Legalization of unpermitted
work includes an upperstory addition on the rear south of the building, two attached
wood pergolas, a wood rear deck, and a fixed pane window on the ground floor of the
south elevation.
Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
and the CEQA Guidelines, the project is exempt from further review under Section
15331 (Class 31), as this action is designed in a manner consistent with the Secretary
of Interior’s Standards. A Notice of Exemption, ER No. 202581, will be filed for this
project.

A.L. Glines House. Exterior modifications include construction of a secondstory rear
addition to the residence and legalization of unpermitted work to the residence and
detached garage. The secondstory addition will involve the removal of the rear hipped
portion of the roof and construction of a taller gabled roof. Three unpermitted vinyl
windows will be replaced with wood hung and awning type woodsash windows.
Additionally, new hung and awning type woodsash windows will be added to the stucco
clad exterior. A molding that traces the historic eaves will be retained and/or restored to
differentiate the new construction from the historic building. Legalization of unpermitted
work includes an upperstory addition on the rear south of the building, two attached
wood pergolas, a wood rear deck, and a fixed pane window on the ground floor of the
south elevation.
Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
and the CEQA Guidelines, the project is exempt from further review under Section
15331 (Class 31), as this action is designed in a manner consistent with the Secretary
of Interior’s Standards. A Notice of Exemption, ER No. 202581, will be filed for this
project.
