<br />Public Hearing: The Historic Resources Commission decision is final unless
<br />appealed to the City Council within 10 days of the decision by any interested
<br />party or group. Legal notice was published in the OC Reporter on February 23,
<br />2026 and notices were mailed on said date.
<br />1.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202505 FOR THE
<br />PROPERTY LOCATED AT 1015 WEST RIVER LANE LOCATED WITHIN THE
<br />SINGLEFAMILY RESIDENCE (R1) ZONING DISTRICT.
<br />Project Applicant: Kelly and Bethany Thomas (Property Owners and
<br />Applicants)
<br />Project Description: Applicants are requesting approval of Historic Exterior
<br />Modification Application (HEMA) No. 202505 for a historic property known as the E.M.
<br />Crawford House, which was placed on the Santa Ana Register of Historical Properties
<br />in 2020 and was categorized as “Landmark.” Exterior modifications include
<br />construction of a rear addition to the semidetached garage. The rear addition includes
<br />a 160squarefoot storage room consisting of a gabled roof, masonry veneer walls, two
<br />wood doors, and a fiberglass casement window.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
<br />and the CEQA Guidelines, the project is exempt from further review under Section
<br />15331 (Class 31), as this action is designed to preserve a historic resource. A Notice
<br />of Exemption, ER No. 2025113, will be filed for this project.
<br />Recommended Action:
<br />Adopt a resolution approving a Certificate of Appropriateness for Historic
<br />Exterior Modification Application No. 202505 as conditioned.

<br />Project Applicant: Michael Atkinson and Steve Doughty, as Trustees of the

<br />Project Description: Request for approval of Historic Resources Commission Application
<br />(HRCA) No. 202518, Historic Register Categorization (HRC) No. 202601, and Historic
<br />Property Preservation Application (HPPA) No. 202601 to allow the placement and
<br />categorization of the subject site in the Santa Ana Register of Historical Properties as
<br />“Contributive” and to execute a Historic Property Preservation Agreement with the City of
<br />Santa Ana.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA) and
<br />the CEQA Guidelines, the project is exempt from further review under Section 15331 (Class
<br />31), as these actions are designed to preserve historic resources. A Categorical Exemption,
<br />ER No. 202612, will be filed for this project.
<br />Recommended Actions:
<br />1. Adopt a resolution approving Historic Resources Commission Application
<br />No. 202518 and Historic Register Categorization No. 20261; and
<br />2. Recommend that the City Council authorize the City Manager and City
<br />Clerk to execute the attached Mills Act agreement with Michael Atkinson
<br />and Steve Doughty, as Trustees of the Patricia Atkinson Revocable Living
<br />Trust, for the property located at 2214 N. Westwood Avenue, subject to non
<br />substantive changes approved by the City Manager and City Attorney.

<br />4.ORDINANCE AMENDMENT NO. 202601 TO AMEND PORTIONS OF CHAPTER
<br />30 (PLACES OF HISTORICAL AND ARCHITECTURAL SIGNIFICANCE) OF THE
<br />SANTA ANA MUNICIPAL CODE RELATING TO MODIFICATION OF HISTORIC
<br />PROPERTIES, DEMOLITION BY NEGLECT, AND HISTORIC PROPERTY
<br />TRANSFER DISCLOSURE.
<br />Project Applicant: City of Santa Ana
<br />Project Description: The City of Santa Ana is proposing to adopt Ordinance
<br />Amendment No. 202601 to amend several sections of Chapter 30 (Places of
<br />Historical and Architectural Significance) of the City of Santa Ana Municipal Code. The
<br />amendments are intended to modify the regulatory framework for historic property
<br />modification procedures, establish regulations addressing demolition by neglect, and
<br />require disclosure of a property’s historic designation status at the time of a real estate
<br />transaction.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
<br />and the CEQA Guidelines, the project is exempt from further review under Section
<br />15061(b)(3) (Common Sense Exemption), as it can be seen with certainty that there is
<br />no possibility the action may have a significant effect on the environment. Additionally,
<br />the action is not a project pursuant to Sections 15060(c)(2) and 15060(c)(3) because it
<br />will not result in a direct or reasonably foreseeable indirect physical change in the
<br />environment. A Categorical Exemption, ER No. 202619, will be filed for this project.
<br />Recommended Action:
<br />Recommend that the City Council adopt an ordinance approving Ordinance
<br />Amendment No. 202601 to amend several sections of Chapter 30 (Places
<br />of Historical and Architectural Significance) of the Santa Ana Municipal
<br />Code (SAMC) relating to Modification of Historic Properties, Demolition by
<br />Neglect, and Historic Property Transfer Disclosure.

<br />Department, within ten days of the date of the Commission's action, by 5:00 p.m. If the final
<br />day to appeal falls on a City Hall observed holiday or a day when City hall is closed, the final
<br />day to appeal shall be extended to the next day City Hall is open for public business. Please
<br />note: Under California Government Code Sec. 65009, if you challenge in court any of the
