City Clerk's Office <br /> 71 <br /> www.santa-ana.org/cityclerk <br /> Item # 7 <br /> City of Santa Ana <br /> 20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br /> June 16, 2026 <br /> TOPIC: Conflict of Interest Code <br /> AGENDA TITLE <br /> Conflict of Interest Code Biennial Review <br /> RECOMMENDED ACTION <br /> Direct the City Manager and City Clerk to have the City's Conflict of Interest Code <br /> reviewed, file a statement of review with the City Council no later than October 1, 2026, <br /> and revise the Conflict of Interest Code based upon such review. <br /> GOVERNMENT CODE 484308 APPLIES: No <br /> DISCUSSION <br /> The Political Reform Act, specifically Government Code §§87300-87314, requires local <br /> agencies to review their Conflict of Interest Code (COI) biennially to determine whether <br /> the Code remains accurate or requires amendment. A written biennial notice of that <br /> determination must be submitted to the code-reviewing body no later than October 1 of <br /> even-numbered years. <br /> The City Council serves as the code-reviewing body for the City of Santa Ana's Conflict <br /> of Interest Code. Pursuant to state law, the biennial review process is initiated by the <br /> code-reviewing body directing the agency to conduct a review of its COI no later than July <br /> 1, 2026. Subsequently, staff conducts a review of the COI and submits the biennial notice <br /> no later than October 1, 2026. Proposed amendments to the COI, if needed, are <br /> presented to the City Council for review and approval within 90 days thereafter, and no <br /> later than December 31, 2026. <br /> ENVIRONMENTAL IMPACT <br /> There is no environmental impact associated with this action. <br /> FISCAL IMPACT <br /> There is no fiscal impact associated with this action. <br /> Submitted By: Jennifer L.
