Dear Honorable Mayor and City Council Members,
As a dedicated part-time municipal employee and resident of Santa Ana, I am writing to voice my
strong opposition to the proposed budget cuts targeting our city's part-time workforce. Part-time
employees put our hearts and souls into our jobs every single day to keep this city running. Even as
you sit in this room tonight debating these cuts, dedicated part-time staff are still actively on the clock
across our city, including at our libraries and community hubs like Delhi, ensuring our neighborhoods
remain served until closing time.
Part-time employees are the backbone of Santa Ana's daily public operations, managing front desks,
processing inventory, and keeping essential community services accessible. As a bilingual service
provider, I know firsthand that slashing our hours by 30% directly strips away the vital language
access our families rely on daily. Forcing deep 30% budget reductions onto our hours will inevitably
lead to understaffed facilities, severe front-desk bottlenecks, and a decline in the quality of the public
programs our residents rely on.
Furthermore, reducing hours directly threatens our ability to survive. Squeezing our schedules takes
away nearly one-third of our income, creating an immediate financial crisis for staff trying to cover
basic housing and food in a high cost-of-living environment. We feel extremely insulted that city
management can easily find the funds to approve substantial pay raises for top executives, while
simultaneously directing departments to slash the budgets and hours of the front-line workers who
keep our city functioning.
The City Council is heading to the ballot this November asking residents to vote to protect city tax
revenue. Voters will remember how the council treated the dedicated staff who pour their hearts into
this community. I urge you to reject these part-time reductions and amend the budget to protect our
hours.

Dear Mayor Amezcua and Members of the City Council,
On behalf of the Orange County Rapid Response Network,we write to express our support for expanding the Santa Ana
Legal Defense Fund in the City's 2026-2027 budget. Specifically,we urge the City Council to consider increasing the
fund's allocation by at least$100,000.
Our request is driven by the significant and growing need for immigration legal services in Santa Ana. We continue to see
long wait times for residents seeking legal consultations, case reviews, and representation. This is not a reflection of the
work being done by the Immigrant Defenders Law Center,which has been a dedicated and effective legal service
provider. Rather, it reflects a funding level that has not kept pace with the actual needs of Santa Ana's immigrant
community.
Our organization has helped expand legal defense funding in several jurisdictions throughout Orange County, including
Anaheim,Buena Park, Costa Mesa,Irvine, and at the County level. What distinguishes many of these programs is their
ability to respond quickly and provide timely legal representation to residents facing immigration proceedings. In Santa
Ana,however, demand continues to outpace available resources.
Santa Ana remains one of the communities most impacted by immigration enforcement due to the presence of the ICE
Field Office,the legacy of immigration enforcement activities associated with the Santa Ana Immigration Court, and the
city's large and vibrant immigrant and refugee population. Simply put,the need for legal defense services exceeds the
City's current fiscal investment.
We respectfully ask the City to invest an additional$100,000 in the Santa Ana Legal Defense Fund. This investment
would help ensure that more residents receive timely legal assistance,remain with their families, and continue
contributing to the community they call home.
