Narrative: Narrative
On 03/11/19, at approximately 2101 hours, an Officer Involved Shooting (OIS) occurred in
the west alley of 1800 S. Evergreen Street, as located in the city of Santa Ana, CA. During
investigation into this shooting, Santa Ana Police Department (SAPD) Crimes Against
Persons (CAP) Gang Suppression Unit (GSU) Detective E. Solorio #3174 was identified as
the shooting officer. Subsequent to the shooting, Oscar Alvarado, identified as the person
having been struck by the detective(s) gunfire, was taken into custody for a violation of
664/187(a) PC ±Attempted Murder of a Peace Officer, as committed upon two (2) SAPD
GSU Detectives: Detective Corporal D. Alcala #3226 and Detective G. Bodnar #3337 and
investigated under the SAPD case number 19-05804. Subsequent to his arrest, Alvarado
was transported to an area hospital for medical treatment. During investigation into the OIS,
I was partnered with Orange County District Attorney Investigator (DA Inv) D. Melnyk and
assigned Interviewing Duties.
On 03/12/19, at approximately 0107 hours, DA Inv Melnyk and I conducted an interview with
who had been identified as a witness to the aforementioned shooting and
transported to the SAPD station for interview. This interview, furthermore, was conducted
within an interview room located within the SAPD Patrol Division and audio-recorded.
Subsequent to the interview, a copy of said recording was retained by DA Inv. Melnyk for
posterity/evidentiary purposes. Below is a synopsis of the information provided by .

It should be noted that prior to our interview with , and immediately after the OIS being
investigated, he and his brother, who was later identified as , had been
detained by Orange County Probation Department (OCPD) Deputy Probation Officers (DPO)
L. Ibarra #365 and C. Pinto #91. Subsequent to this detention, furthermore, and
were taken into custody. At the time of our interview, furthermore, they continued to
be detained pending investigative efforts surrounding the crimes listed above.
At the beginning of our interview with DA Inv. Melnyk and I identified ourselves and
notified him of our interview intent. After being asked to provide any and all information in
regard to the crimes/OIS being investigated, told us the following:
Prior to the shooting, at approximately 2130 hours, was walking in the area of
Evergreen Street and Occidental Street, returning to his home after a trip to a convenience
store located in the area of 1800 S. Standard Avenue. At this time, he observed a vehicle,
which knew to be occupied by OCPD personnel pass him and continue travelling northbound
on Evergreen Street ahead of him. By mention of this vehicle, I believed to be
speaking of the OCPD patrol vehicle as occupied by DPO Ibarra and DPO Pinto. As
continued his progression, travelling on the west sidewalk of 1800 S. Evergreen Street, he

also noted a police vehicle travelling northbound in the west alleyway associated with 1800
S. Evergreen Street. By mention of this vehicle, I believed to be speaking of the
SAPD GSU vehicle occupied by Det. Cpl. Alcala and Det. Bodnar. As neared his
apartment complex, now standing in front of 1818 S. Evergreen Street, he heard
approximately three (3) to four (4) gunshots. Immediately after hearing these shots,
saw the aforementioned OCPD vehicle halt it¶s progression and proceed, in reverse, toward
his position. As they neared, heard approximately two (2) to three (3) additional
gunshots. Upon focusing his attention toward the above-indicated alleyway, heard
the sound of a commotion consistent with persons yelling and observed police officers
detaining an unknown individual who was dressed in black clothing and lying on the ground.
was able to identify the officers, furthermore, by their uniform vests and flashlights.
By mention of these officers, I believed to be speaking of at least Det. Solorio.
Subsequent to this detention, saw the officers providing medical aid to their detainee
who was screaming in pain. By mention of this detainee, I believed to be speaking of
Alvarado.
While he never witnessed either shooting, assumed that the officers and their
detainee exchanged gunfire prior to the detention. Soon after witnessing said detention,
was himself contacted at gunpoint by DPO Ibarra and DPO Pinto and subsequently
detained/handcuffed. described the lighting in the area at the time of the incident to
be extremely dark.
At approximately 0123 hours, we concluded our interview with Corcio.
