BUSINESS CALENDAR
Public Hearing: The Historic Resources Commission decision is final unless
appealed to the City Council within 10 days of the decision by any interested
party or group. Legal notice was published in the OC Reporter on June 19, 2026
and notices were mailed on June 18, 2026.
1.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202602 FOR THE
PROPERTY LOCATED 2461 NORTH RIVERSIDE DRIVE LOCATED WITHIN THE
SINGLEFAMILY RESIDENCE (R1) ZONING DISTRICT.
Project Applicant: Robert and Randi Iggulden, on behalf of Iggulden Family Trust
Dated 42287 (“Property Owner” and “Applicant”)
Project Description: Request for approval of Historic Exterior Modification
Application (HEMA) No. 202602 for a property known as Kennedy House, a
contributing resource within the Floral Park National Register Historic District. The
proposed exterior modifications include: (1) construction of a new 91squarefoot rear
addition to facilitate the expansion of the existing kitchen and relocation of the laundry
utility room; (2) relocation of an existing doublehung wood window; and (3) construction
of a new rear porch.
Environmental Impact: In accordance with the California Environmental Quality Act
(CEQA) and the State CEQA Guidelines, the proposed project is categorically exempt
from further environmental review pursuant to CEQA Guidelines Section 15331 (Class
31 – Historical Resource Restoration/Rehabilitation), as the proposed work is
designed in a manner consistent with the Secretary of the Interior's Standards for
Rehabilitation. Based on this determination, a Notice of Exemption, Environmental
Review No. 202640, will be filed.

Recommended Action:
Adopt a resolution approving a Certificate of Appropriateness for Historic

NOTE TO RECORD: On June 16, 2026, the Santa Ana City Council took action to dissolve the
Historic Resources Commission. The June 30, 2026 meeting was the last meeting held by the
Historic Resources Commission. Accordingly, staff has prepared and finalized these minutes.
