The . Department of Housing and Urban Development {HUD} Housing choice
Toucher rental assistance program depends upon complete and accurate
disclosure of cl~.ents' income sources, expenses, and crim~.na1 history.
HUD requires Housing ~uthox~ities to screen all applicants for drug-
related and v~.olent criminal activity, and for lifet~.~ne see offender } .
registration. National credit Reporting has a proven hitor~r with the
Housing uthor,ity and has provided reliable information in a t~.mely
manner via its web-based ser~rice at a compet~.tive cost. In dune ~~D~,
National Credit Reporting's perfor~ance and rates were compared with two ,
other vendors National Tenant Network and Ar~.erioan Tenant screening}
and, because of its Buick turnaround and competitive rates, was selected
to provide these services.
The average rate of vouchers utilized ~.n ,fiscal year DOG-D~ was ninety-~
four percent, below the Authority's goal of one hundred percent. Intake
of applicants from the wait list has been substantially increased and has
resulted in one hundred percent voucher utilizat~.on a of December X007.
This .increased activity has depleted the current agreement obligation
with National Credit Reporting. To ensure the maintenance of ore hundred
percent voucher utilization, applicant intake will continue throughout
the fiscal. year and an additional X20, D00 ~.s recommended.

prooedure. Therefore, this action of the Housing Authority gill be
processed a an emergeno~ action a required by state and federal
reu~.ation The Housing Autho~'ity dec~.ares this to be an emergency }
matter under Health and Safety fade eotion X4292 in order for the
Housing Authority to take action.

A. The pa~t~es entered into an..Agreen~ent dated July I, 2.~~7, thereinafter "said
Agreement"} by which consultant has provided credit and criminal histories for
.Authority program participants.
B. lr~ accordance with the terns and conditions of said Aree.ent, the artier wish to
extend the Agreement to increase the cornpensatian to pay for reports requested b~
the Autho~.ty during the period through June 30, ~~09.

Amendment to Agreement, the parties agree as follows:
