to-dad affordable housing activities of the Cit~r and tie community
Redevelopment Agency. TI~e report i~s d~.vided into four eotions : Loan
Activity, Loan Portfolio ar~age~nent, o~npliance Monitoring, and _
Development Projects. As the fiscai gear progresses the graphs will
reflect the ~.ncreased activities.

hone programs: Mobile Hone Hardship Forgivable Loan Program, Federal
Empowerment Zone Forgivable Loan Program, alHome Mobile Home Rehab Loan
Program, and alHome Replaceent Loan Program. The Housing division
reviews applications to determine which program. best fits the needs of
the applicants. Applications are .ailed out and received for these
programs on a continuing basis. chart 1 shows the number of applications
sent out by type this fiscal gear.
Loan Underwriting ar~d Approval Process
Staff reviews applicant eliibilit~r,
verifies income and assets, oversees chart ~ Leans in Underw~i~in
underwriting, conducts an inspection
of the unit, and prepares a work
write up to determine rehabilitation in~~e Family
work to be performed. Due to the owners
complex funding requirements,
applicant may be in underwriting as ~
long as several months . It is largely
determined y the applicant to submit

approved, staff prepares all ~
necessary loan documents, makes -

The dousing Di~~.sian is rospansible far ensuring the integrity of the
rasidantial lawn portfolio. As of ~Iovemba~, the principal balanco was
r~illia, This i comprised of 412 loans of which X17 wire deferrod
payment loans, The loan po~tfalia has generated 19,55 in repayments
of p~i~cipal and ~.nterest sinoo the beginning of this fiscal year.

t~to aid Federal programs. These funds eaoh have specific retriotions
and require.ents. The Division is responsible for ensuring that the
projects are in car~pliance with these requirements, and that the units
meet the pity's municipal Dodo as it relates to health and safety
reguireme~t Monitoring includes case file re~riew, unit inspections,
non-profit aertificatian end ansite auditing.

will be developed on the site has yet to be determined, ~'he City is also

100 Block of N Logan
The Logan infill project cons~.sts of three ~racant lets ~.oeated at 1~~E, -
1012, and 1D1.5 North Logan Street. Staff continues to negot~.ate with -
Orange County Community Housing Corpo~~.tian to develop a single-
fa~n~.~.y home on each of the parcels . oCHC is partnering with Taller San
Jose to develop the parcels, oCCHC is in the process of deve~.oping the
project budget and continues to wor]~ with Planning on the design. The _
team is also In the process of defining the proce~s.s to be used for the
selection of the homeowner, Staff anticipates bringing ~ DDA to the
Rede~relopment Agency in January of 207.
Multi-Site ~nfill
In epte~nber, the Housing Division released a bequest for Qua~.~.fications
~RFQ} for the de~elopr~ent of thirteen sites throughout the city. The
process was initiated by the distribution of a letter to more than 1QD
developers. A mandatory pre-submission conference was held on Wednesday,
l~ove~nber l~, 200E. A total of ~ individuals attended the meeting
representing 1 different companies and organisations. taf ~ has
responded to multiple quest~.ons and inquiries since the mandatory
meeting. A total of eight Statement of Qualifications were recei~red.
Staff is reviewing the submittals.
