Adopt a resolution to approve and submit the Annual Plan to the United States Department of Housing and Urban Development. 2. Approve the Administrative Plan and the submission to the Department of Housing and Urban Development. COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOHMENDATIQN Recommend that the Housing Authority: Adopt a resolution to approve and submit the Annual Plan to the United States Department of Mousing and Urban Development. 2. Approve the Administrative Plan and the submission to the Department of Housing and Urban Development. By a vote of : o (None absent) at its Regular Meeting of March 20, 2 o 7 , DISCUSSION The U. S. Department of Housing and Urban Development U requires housing authorities that administer a Housing Choice Voucher HC Rental Assistance program to have an Annual Plan and an Administrative Plan. The purpose of the Housing Authority' s Annual Plan is to advise HUD,. program participants and members of the public of its mission and strategy to serge the needs of Derr low-income families. The purpose of the Administrative Plan is to describe the Authority's policies and procedures. Housing Authority Annual Plan And Administrative Plan April 2, 2007 Pace 2 The Annual Plan Exhibit 1 provides detailed information about the current operations of the Housing Authority, including programs, participants, services for the upcoming year, and any operational or tenant concerns. The Authority is required to review its existing operations and needs on a yearly basis with input from a Tenant Advisory o = ittee comprised of HCV participants. The Tenant Advisory Co remittee met on December 9, 2006, to review the Plan for fiscal year 2007-2008. There were 7committee members in attendance. As per regulations, all cc = ents. from the December- 9 cc = ittee meeting are incorporated into the Annual Plan. The Administrative Plan serves as .supporting documentation for the Annual Plan. The Authority's Administrative Plan Exhibit 2 was last adopted n March 1, 2 0 0 4. The Administrative Plan must be revised to ensure compliance with regulatory changes mace by HUD and policy and rocedur chances proposed by the Authority. The rain changes included language on the Enterprise Income Verification system and the violence Against women Act that was passed by congress in 2006. HUD regulations require a -clay comment period. On January 9, 2007, notification was published that the draft plans were available for review. The public co=ent period ends March 6, 2007. All comments received will be included in the final documents submitted to HUD. FISCAL IMPACT There is no fiscal impact associated with this action. HA 2007-001 RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA APPROVING THE ANNUAL PLAN FOR FISCAL YEAR 2007-2008 AND THE ADMINISTRATIVE PLAN BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY F THE CITY OF SANTA ANA, AS FOLLOWS: Section 1. The Housing Authority of the City of Santa Ana conclusively finds, determines and declares as follows: A. The Housing Authority of the City of Santa Ana(the "Authority") i required by the Q.J.S. Department of Housing and Urban Development "HUD" t have both an Annual Plan and an Administrative Plan due to the fact that the Authority administers r a section 8 Rental Assistance Program. B. The purpose of the Authority's Annual Plan is to advise HUD, program participants and members of the public of its mission and strategy to serve the needs of very low-income families. It provides detailed information about the current operations of the Authority including programs, participants, services for the min year, and any operational or tenant concerns. C. The Authority is required to review its operations and needs on an annual basis with input from a Tenant Advisory Committee comprised of Section participants, The Tenant Advisory Committee met on December 9, 2006, t review the Annual Plan for fiscal year 2007-2008, and all comments from said meeting are incorporated into the Annual Plan, as required by HUD regulations. D. The purpose of the Authority's Admini tr tive Plan is to descHbe the Authority'spolicies and procedures. The Administrative Plan serves a supporting documentation for the Annual Plan. The Administrative Plan, which was last revised on March 1, 2004, must now be revised to ensure compliance with regulatory charges instituted by HUD, and policy and procedural changes proposed by the } uthodty. E. HUD regulations require a fob -five day comment period. On January , 2007, notification was published in the Orange County Register that the draft plans were available for public review. The public comment period ended on March 6, 2007, Further, a public Dearing was held by the Community Redevelopment pr ent and Housing Commission on March 6, 20073 and the action item continued to Larch 20, 2007,, and all comments received at the early are included in the final documents to b submitted to HUD. Resolution No. HA 2007-001 Page I of 2 Section 2. The fiscal year 2007-2008 Annual Flan of the Housing Authors of the City of Santa Ana is hereby appr ved and adopted. Said Annual Plan shall be submifted by the Authority to HUD. Section 3. The Administrative Plan of the Housing t rig of the City of Santa Ana is hereby approved and adopted. Section 4.
