Commissioner Gartner abstained from voting on Items B and C as he served as the architect on the projects and left Council Chambers. She introduced project team members that were present: Mark Hoffman with The Planning Center, Housing & Neighborhood Development Manager, Shelly Landry-Bayle, Planning Manager Karen Haluza and Principal Planner Sergio Klotz. Public speaking in support of the Housing Element: Barry Cottle with C&C Development, an affordable housing company, and Cesar Covarrubias with the Kennedy Commission. The public hearing was closed. Staff Comments Planning Manager Haluza thanked the Planning Commission for their support of the Housing Element and indicated the Planning Commission will have the opportunity to evaluate and act on the plan's implementation measures, such as zone changes, development projects and environmental issues. 6.
