Approve the minutes of the regular meeting of October 26, 2009.

was posted on the door of the City Hall Council Chambers at 22 Civic Center
Plaza on October 23, 2009 at 9:16 a.m.

D. PUBLIC FACILITIES NAMING NO. 2009-01
Filed by the City of Santa Ana Parks, Recreation and Community Services
Agency, to rename the Teen space area of the Main Library as the Estella R.
Shulse Activity Room at 26 Civic Center Plaza.
RECOMMENDATION:
Approve Public Facilities Naming No. 2009-01 to name a room within the
TeenSpace area of the Santa Ana Main Public Library the Estella R. Shulse
Teen Activity Room.
Principal Planner Vince Fregoso introduced Library Operations Manager,
Heather Folmar, who provided biographical information on Estella R. Shulse.

TeenSpace area of the Santa Ana Main Public Library the Estella R. Shulse Teen
Activity Room.

PROCEDURAL RULES
PUBLIC HEARINGS
1. ZONING ORDINANCE AMENDMENT NO. 2009-07
Filed by the City of Santa Ana, to amend the provisions of Chapter 41 pertaining
to Water Efficient Landscaping and adopt new regulations for Water Efficient
Landscaping.
PUBLISHED IN THE ORANGE COUNTY REPORTER: October 30, 2009
RECOMMENDATION:
Recommend that the City Council adopt an ordinance approving Zoning
Ordinance Amendment No. 2009-07.
Principal Planner Vince Fregoso presented the staff report and recommendation.
No written communications were received.
The public hearing was opened. No members of the public spoke. The public
hearing was closed.
MOTION: Recommend that the City Council adopt an ordinance approving Zoning
Ordinance Amendment No. 2009-07. Mr. Trevino requested that the definition of
turf contained in the new ordinance be amended to include synthetic turf.
Planning staff will return to the Planning Commission with design guidelines for
the installation of synthetic turf.
Chairman Leo and Commissioner Betancourt abstained due to their concerns
with synthetic turf.

STAFF AND COMMISSION COMMENTS
3. Staff Comments
Mr. Trevino announced the cancellation of the November 23 meeting and
extended holiday wishes to the commissioners.
4. Planning Commission Comments
Vice Chairman Alderete
• Requested that the Public Works Agency repair a "sinkhole" on Memory
Lane at right-turn onto Bristol Street.
• Requested update on SB375 with regards to the Greenhouse Gas
Emissions legislation -impact on City, roles and incentives. Planning
Manager Haluza provided a summary on city's participation with Task
Force, SCAG and OCCA developments and will continue to provide the
Commission with updates.
Commissioner Yrarrazaval
• Noted correction to address listed on First Look regarding Corinthian
College, should be Santa Ana Boulevard, not Santa Ana College.
• Attended St. Joseph's Station District meeting and observed small public
turnout, requested that every effort be made to provide public outreach.
Chairman Leo
• Requested assistance from Code Enforcement to monitor the temporary
signs at strip malls/retail centers to verify that permits have been obtained.
