HUIZAR, Recording Secretary PUBLIC COMMENTS -None CONSENT CALENDAR MOTION: Approve staff recommendations on Consent Calendar Items 1 and 2. MOTION: Sarmiento SECOND: Martinez VOTE: AYES: Alvarez, Benavides, Bustamante, Sarmiento, Tinajero (6) NOES: None (0) ABSTAIN: None (0) ABSENT: Pulido (1) CRA MINUTES 1 DECEMBER 21, 2009 1. REGULAR MEETING OF DECEMBER 7, 2009 MOTION: Approve Minutes. 2. EXCUSED ABSENCES MOTION: Excuse the absence of Chairperson Pulido from the December 21, 2009 Community Redevelopment Agency meeting. *** END OF CONSENT CALENDAR *** BUSINESS CALENDAR 3. DEVELOPER SELECTION - INFILL SCATTERED SITES Recommended actions approved by the Community Redevelopment and Housing Commission on December 1, 2009, by a vote of 5-0. Vladimir Diaz Ochoa, Flor Diaz, Selica Diaz, Adolfo Sierra, and Mary Bloom- Ramos addressed the Agency members on need for additional open space. Council discussion ensued; commented on affordable housing needs; programs to boost healthy kids; coordinate efforts with California Endowment and schools for additional open space opportunities; thanked neighborhood for voicing concerns. MOTION: Exclude the areas of E. McFadden Avenue & Orange Avenue (site #9) from original staff recommendations, and: 3.1. Select Habitat for Humanity of Orange County (Habitat) as the developer for single family housing and authorize the Executive Director to negotiate the terms and conditions of a Disposition and Development Agreement for the development of the following Agency owned sites identified as: 719 N. Concord Street, 812 N. Concord Street, 1114 S. Cypress Avenue, 1121 S. Cypress Avenue, 1314 Eastwood Avenue, 4809 W. Edinger Avenue, 4010 ~ 4018 W. McFadden Avenue, 4106 W. McFadden Avenue, 4110 W. McFadden Avenue and 1029 McLean Drive. 3.2. Select Orange Housing Development Corporation and C8~C Development as the developer for multi-family housing and authorize the Executive Director to negotiate the terms and conditions of a Disposition and Development Agreement for the development of the following Agency owned sites identified as: 217 S. Birch Street, 219 S. Birch Street, 435 S. Birch Street, 437 S. Birch Street, 2034 N. Bush Street, 2038 N. Bush Street, and N. Spurgeon & E. 22"d Street. CRA MINUTES 2 DECEMBER 21, 2009 3.3. Select Hope Builders, a Division of Taller San Jose, as the developer for two single family homes and authorize the Executive Director to negotiate the terms and conditions of a Disposition and Development Agreement for the development of the Agency owned site identified as 542 E.
