Approve the minutes of the regular meeting of March 12, 2007.

Pursuant to the Brown Act, the March 12, 2007 Agenda for the Regular Meeting
was posted on the door of the City Hall Council Chambers at 22 Civic Center
Plaza on March 9, 2007 at 3:55 p.m.
RECOMMENDATION:
Instruct the Commission Secretary to enter posting into the minutes.

Commissioner Betancourt spoke with Mike Tardiff regarding Item 1, Variance No.
2007-01.
D. NEIGHBORHOOD PROJECT REVIEW NO. 2005-02
Filed by AI Maciel to allow the construction of an addition to an existing single
family residence in the Heninger Park zoning district (SD-40) for property located
at 709 South Birch Street.
RECOMMENDATION:
Adopt a resolution approving Neighborhood Project Review No. 2005-02 as
conditioned.

E. PRESENTATION ON CELLULAR FACILITIES AND RECENT TECHNOLOGY
Landscape Development Associate Marvin Ellenbecker provided an overview on
cellular facility technologies.

Filed by HD Supply to reduce parking standards for a home improvement
warehouse at 1044 East Fourth Street.

RECOMMENDATION:

Adopt a resolution approving Variance No. 2007-01 as conditioned.
Associate Planner Bill Apple presented the staff report and recommendation.
Chief Assistant City Attorney Kaufman clarified that the public hearing had
already been held and closed at the prior meeting, but that the public may
comment on those items recommended for modification.
Commissioner Leo recognized members of the public wishing to address
modified items.

Mike Tardif, Joe Kunz, and Scott Connelly voiced opposition to the project.
Kevin Coleman, David Schneider, and Brad Bierbaum spoke in support of the
project.

MOTION: Adopt a resolution approving Variance No. 2007-01 as conditioned.
Added conditions to require that all employees park on the project site and that
the conditions of the variance be reviewed by the Planning Division after 90 days,
six months, one year and annually thereafter from the date of issuance of the
Certificate of Occupancy for the project.

Mike Tardiff would like to have his letters acknowledged on the February 26,
2007 Planning Commission Minutes. Mr. Trevino indicated that letters and
documents would not be listed on the Minutes but would be maintained in the

Commissioner Mill reported back from his attendance at the League of California
Cities Planner's Institute in San Diego on March 21-23, 2007.
Chairman Leo suggested posting the Public Works scheduled pavement
rehabilitation projects on the city website.
