MINUTES RECOMMENDATION: Approve the minutes of the regular meeting of May 14, 2007. B. RECORDING SECRETARY REPORT Pursuant to the Brown Act, the May 14, 2007 Agenda for the Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on May 11, 2007 at 8:28 a.m. Pursuant to the Brown Act, the May 29, 2007 Cancellation Notice for the Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on May 24, 2007 at 8:46 a.m. RECOMMENDATION: Instruct the Commission Secretary to enter posting into the minutes. * * * END OF CONSENT CALENDAR * * * Planning Commission Minutes 1 June 11, 2007 BUSINESS CALENDAR C. COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS) Commissioner Gartner had previously met with the owners of the California Palms Hotel to discuss the project architecture. D. NEIGHBORHOOD PROJECT REVIEW N0.2007-02 (Continued by Planning Commission: Apri123, 2007 to May 14, 2007, May 14, 2007 to June 11, 2007) Filed by Macaria Overby, to allow sliding window replacement to an existing duplex in the Specific Development No. 40 zoning district (Heninger Park) at 905 and 907 South Van Ness Avenue. RECOMMENDATION: Adopt a resolution denying Neighborhood Project Review No. 2007-02. Planning Intern Zenas Tham provided the staff report and recommendation. Mr. Overby discussed his current financial situation, stated the property is in foreclosure. Commission discussion ensued regarding alternatives to offer the applicant. Housing Department offered financial programs to the applicant who opted not to participate due to the foreclosure status. DISCUSSION OF CALIFORNIA PALMS TRANSIENT/RESIDENTIAL HOTEL AT 801 AND 901 SOUTH HARBOR BOULEVARD Associate Planner Ann Ni provided an overview of the project and introduced the project representative Rob Cerruti. Rob Cerruti with Advanced Real Estate Services Inc., CARES) provided information on his company's experience with multi-family rental properties and the upgrades that were proposed for the California Palms project. Commission discussion ensued regarding improvements for the area and the enhanced architectural elements and kitchens. 1 H. Assistant Planner Carlos Rodriguez provided the staff report and recommendation. Commission discussion ensued regarding affects of ordinance on Brookhollow project and CC&Rs. Planning Manager Haluza commented on the improvements of the plans. Chief Assistant City Attorney Kaufman commented on the tenure of parcel maps. The public hearing was opened. Jeff Resnick and Kevin Coleman spoke in support of the project but voiced concern with applications currently in the process. The public hearing was closed. Landscape Development Associate Marvin Ellenbecker provided a staff report and recommendation. Commission discussion ensued regarding co-location, landscape enhancements, high standards for long-term usage, adopting similar designs at schools and identifying additional cellular facilities within the area. The public hearing was opened. Applicant Jason Kozora spoke in support of the project. Patricia McGuigan voiced concerns with the appropriateness of the proposed height of the bell tower and questioned the feasibility of co-location of other carriers. Staff Comments No comments were made. 6. Planning Commission Comments Commissioner Mill • Requested that a program be conducted to educate realtors, neighborhood associations and new homeowners about City standards applicable in historic areas. Commissioner Alderete • Stated that there still appeared to be many issues to resolve regarding the proposed Village Green project. Chair Leo • Agreed with Commissioner Mill regarding the need to get collaboration with realtors and neighborhood associations. 7. Excuse of Absences 8.
