MINUTES RECOMMENDATION: Approve the minutes of the regular meeting of October 22, 2007. B. RECORDING SECRETARY REPORT Pursuant to the Brown Act, the October 22, 2007 Agenda for the Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on October 18, 2007 at 4:53 p.m. RECOMMENDATION: n ~~ Instruct the Commission Secretary to enter posting into the minutes. * * * END OF CONSENT CALENDAR * * * Planning Commission Minutes November 13, 2007 BUSINESS CALENDAR C. COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS) Commissioner Mill spoke to Logan Community representatives and Bill De Cera regarding the Santa Ana Renaissance Specific Plan. WORK STUDY SESSION D. DISCUSSION OF SANTA ANA RENAISSANCE SPECIFIC PLAN Executive Director Trevino provided an overview of the Renaissance Plan and commented on the public outreach efforts to date. Stefanos Polyzoides (Moule &Polyzoides) commented on the "macro" overview of the Renaissance Plan. He reviewed the districts, neighborhoods and corridors. He provided a summary of the districts within the specific plan area, processes of outreach/workshops/charrette, input from downtown merchants and implementation plans. Planning Manager Haluza provided an overview presentation on the Draft Specific Plan and facilitated a discussion of the Plan with the Planning Commissioners. Public comments: Ezequiel Gutierrez, Public Law Center, requested that the Plan contain policies addressing affordable housing. Cesar Covarrubias, Kennedy Commission, requested that the -Plan contain policies addressing affordable housing. Nick Spain, GRAIN Project, requested that the Plan contain policies to allow community gardens. Ian McMillan voiced concern with security for parks, suggested providing "Permit - Parking Only." Mike Tardif, Tardif Sheet Metal, voiced concern over the potential rezoning of the industrial properties proposed in the Plan. Bob Adams, Adams Metal, voiced concern over the potential rezoning of the industrial properties proposed in the Plan. Jaquita A. Deter, industrial property owner, voiced concern over the potential rezoning of the industrial properties proposed in the Plan. 1. Public Comments (for items not on the agenda) No comments were made. STAFF AND COMMISSION COMMENTS 2. Staff Comments Planning Manager Haluza announced that the City's Housing Element process had begun and distributed an informational flier announcing upcoming public workshops. Planning Commission Minutes 2 November 13, 2007 3. Planning Commission Comments Commissioner Alderete • Requested an update on Village Green project. Mr. Trevino provided information. Vice Chair De La Torre • Requested an update on Village Green. Staff provided information. Commissioner Mill • Appreciated public input on Renaissance Plan and responses from the Public Works Agency on prior requests. • Commented on non-conforming businesses in Logan Neighborhood that operate outside of the zoning. Principal Civil Engineer, Taig Higgins provided an update on the Village Green bus stop serving the Orange Unified School District westbound Memory/Bristol. Public Works Agency looked at several locations, and still considered this bus stop as the best location. Chair Leo • Expressed his approval with the new City Place condominiums. 4. Excuse of Absences Commissioner De La Torre moved to excuse the absence of Commissioner Munoz. The motion was seconded by Commissioner Alderete and unanimously approved by the Commission. l__J 1 5.
