Center Plaza on January 20, 2006 at 8:21 a.m.

Filed by Jesus Baptist LA Church to allow shared parking for a new church within
an existing office building in the Arterial Commercial (C5) zoning district at 1540

Commissioner Lutz was contacted by Fairhaven Memorial Cemetery for a tour of
the facility. He declined offer due to conflict of schedules.

Filed by Fairhaven Memorial Park to consider the expansion to the approximately
eight-acre property located north of Fairhaven Avenue and east of Cambridge
Street. The proposed expansion would include the development of new
mausoleum buildings, a new pavilion building, new internment sites, a new
sidewalk on the south side of Fairhaven Avenue and extensive landscaping in
the General Agricultural (A1) zoning district at 1701 East Fairhaven Avenue.

Mr. Kaufman reminded the Commission that the public hearing was closed on January
23; therefore tonight the Commission would only receive comments regarding the
architecture and the pedestrian crossing.
Karen Haluza presented the staff report and recommendation.
Mike McCoy, Santa Ana Police Department discussed the cross walk and traffic control.
He discussed the proposed condition that Fairhaven Memorial would provide proof of
training of their security personnel to the police department for approval.
Commission discussion ensued regarding the pedestrian crossing options: signalized
cross walk, or no cross walk and officer only to direct traffic.
Applicant Marla Noel indicated that during procession(s), traffic would be halted with
licensed escorts at the walkway to assist pedestrians. She indicated the second option
would be acceptable to Fairhaven Memorial which would require coordinating
compliance with the police department.
Architect Barry Boudreaux presented architectural elevations, floor plans and building
materials for the community mausoleum.
Commissioner Cribb commented that the mosaic niches should include scenes of
nature rather then Orange County history. He recommended water elements at the
entry and also consideration for olive trees. Ms. Noel agreed to work with staff to find
suitable locations for olive trees and to finalize the design of the entry water feature.

Monitoring Program, Environmental Review No. 2005-28.
2. Adopt a resolution approving Conditional Use Permit No. 2005-33 as
conditioned.
3. Selected crosswalk option that would add a traffic signal.
4. Consider amenities to incorporate water elements and tree landscape
consideration.
Commissioners Cribb and De La Torre commented that the project would be better
served if funds needed to construct a traffic signal would instead be spent on water
features and other design amenities within the cemetery.
MR. LUTZ AMENDED MOTION:
1. Approve and adopt the Mitigated Negative Declaration and Mitigation
Monitoring Program, Environmental Review No. 2005-28.
2. Adopt a resolution approving Conditional Use Permit No. 2005-33 as
conditioned.
3. Selection of no crosswalk and officer only with stipulation that Fairhaven
Memorial work with Santa Ana Police Department (SAPD) to amend
language as requested.
4. Revise plans for location of olive trees, ensure water feature at entry and
natural scenes on the mosaic niches.

Filed by Our Lady of Pilar Church requesting a modification to an existing
conditional use permit to allow the expansion of an existing church parking lot
onto 1609 West Fifth Street in the Community Commercial (C1) zoning district at
1622 West Sixth Street.

RECOMMENDATION:
Adopt a resolution approving modification to Conditional Use Permit No. 1988-31
as conditioned.
Associate Planner Ann Ni presented the staff report and recommendation.
Mike McCoy (SAPD) added a police condition: "Existing parking lot lighting must
conform to the provisions of Chapter 8, Article II, and Division 3 of the Santa Ana
Municipal Code (Building Security Ordinance). These code conditions will require
that the existing project's lighting be upgraded to current code standards.
Lighting standards cannot be located in required landscape planters."
Armando Frees and Robert Rounds represented the applicant and spoke in
support of the project.
Commission commented on letter from Artesia Pilar Neighborhood Association
regarding continued discussions with neighborhood and avoiding further
commercial encroachment into the neighborhood.

Jay Trevino announced the appointment of Karen Haluza to Planning Manager.
Karen Haluza commented on the upcoming City Council meeting on February 21
to discuss the moratorium regulation for Hookah lounges.

• Requested an update on the City Place project. Mr. Trevino provided the
project information.
• Recommended a study session for the PIP (pre-sale inspection program)

• Commented on the Orange County Register article on Drilldown Study,

• Requested an update on 17th/Cabrillo Palms. Karen Haluza provided
information on current activity with property owner(s).
• Requested graffiti cleanup at the Portola Park restrooms, also inquired
about pending Parks & Recreation color selections to curb graffiti.
• Requested an update on Main Place. Mr. Trevino provided project
information.
• Commented on LA Times architecture article, "Spain expands on its sense
of place"; would like copy for Commission.
• Thanked staff for their work on the Fairhaven project.
Chairman Leo
• Encouraged communication with Artesia Pilar Neighborhood Association
and by Our Lady of Pilar Church.
• Commented on medical marijuana dispensing; Mr. Kaufman confirmed the
existence of a moratorium.

• Commented on new shopping cart regulations at the City of Anaheim.
• Requested notification for grand opening of "Proof'.

6. Excuse of Absences
Commissioner Lutz made a motion to excuse the absence of Commissioner
Rodriguez. The motion was seconded by Commissioner Cribb and unanimously
approved by the Commission.
