MINUTES RECOMMENDATION: Approve the minutes of the regular meeting of February 13, 2006. B. RECORDING SECRETARY REPORT Pursuant to the Brown Act, the February 13, 2006 Agenda for the Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on February 9, 2006 at 3:40 p.m. RECOMMENDATION: Instruct the Commission Secretary to enter posting into the minutes. * * * END OF CONSENT CALENDAR Planning Commission Minutes 1 February 27, 2006 BUSINESS CALENDAR C. COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS) No comments were made. WORK STUDY SESSION D. SANTA ANA RESIDENTIAL VILLAGE AND METRO EAST MIXED-USE ZONE (Verny Carvajal) Item continued to March 13, 2006 per applicant's request. PROCEDURAL RULES PUBLIC HEARINGS 1. CONDITIONAL USE PERMIT NO. 2006-02 Filed by Alcoa Wireless, Jacob Finney, to allow a new 50-foot wireless communications facility for Sprint PCS, camouflaged as a pine tree, in the Light Industrial (M1) zoning district at 2200 3/ East McFadden Avenue. PUBLISHED IN THE ORANGE COUNTY REPORTER: February 17, 2006 PUBLICLY NOTICED: February 17, 2006 RECOMMENDATION: J Adopt a resolution approving Conditional Use Permit No. 2006-02 as conditioned. Landscape Development Associate Marvin Ellenbecker presented the staff report and recommendation. Commission discussion ensued regarding landscape and the views from SR-55, the location and the cellular equipment design. The public hearing was opened. No comments were made. The public hearing was closed. Commission discussions ensued regarding greening the walls and the equipment area to completely camouflage the equipment, raising the screen wall height, relocating trees to the west of the equipment room and east of the monopine and landscape maintenance. 1 MOTION: 1. Adopt a resolution approving Conditional Use Permit No. 2006-02 as conditioned. 2. Applicant to extend the screen wall height to cover the equipment room, camouflage the screen wall on all sides with landscaping and also maintain the landscape. 3. Direct staff to work with the applicant to camouflage the equipment screens on the front and plant an additional tree on the west side of the equipment room subject to the approval of the Planning Manager. Planning Commission Comments Commissioner Cribb • Requested an inspection by staff regarding the architecture of the addition to a house on Spurgeon, north of Edgewood. • Recommended a study session for the Planning Commission to discuss development within major development areas (train station, North Broadway, museum district). • Requested an update from Public Works/Caltrans on the staging area at MacArthur and SR55. • Commented that the school district (for Segerstrom High School) should give consideration to provide an academy to benefit students with high college potential throughout the City. Mr. Trevino indicated the topic should be directed to the Santa Ana Unified School District. • Commented on OC Register article that discussed Westfield's choice for Penney's at Main Place. Vice Chair De La Torre • No comments Commissioner Betancourt • Commented on architectural design at the Spurgeon house identified by Commissioner Cribb. It has roof lines with different pitches. • Agreed with suggestion to have Planning Commission input on potential Main Place project(s). • Concurred with recommendation to have Planning Commission study session for major development areas. Commissioner Gartner • Commented on Westfield-Main Place's repetitive signage. • Requested Public Works evaluation of exit at Floral Park onto Santa Clara /SR5 intersection and traffic impacts with the right turn. Commissioner Lutz • Requested roofto~ signage cleanup at Mariscos Seafood Restaurant located west of 17 " Street. • Requested an update on Main Place condo/loft units. Mr. Trevino provided information. Chair Leo • Recommended a study session to discuss city signage ordinance. • Commented on upcoming City Council regulations for "Superstores" in the City. Planning Commission Minutes 3 February 27, 2006 • Recommended a quarterly review by the Police Department for the first year at the "Proof' bar located at 215 North Broadway. • Commented that OCTA approved grants for $100,000 for light rail plan, likely to be given to Santa Ana, Irvine, and Fullerton. 5. Excuse of Absences Commissioner Cribb made a motion to excuse the absence of Commissioner Rodriguez; motion was seconded by Commissioner Betancourt and unanimously approved by the Commission. 6.
