A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF SANTA ANA APPROVING
NEIGHBORHOOD PROJECT REVIEW NO. 2007-07
TO ALLOW TO ALLOW THE CONSTRUCTION OF A
123 SQUARE FOOT ADDITION TO THE REAR OF
THE RESIDENCE, DEMOLITION OF THE EXISTING
TWO-CAR GARAGE, AND THE CONSTRUCTION
OF A NEW 484 SQUARE FOOT TWO-CAR
GARAGE AT 711 SOUTH SYCAMORE WHICH IS
LOCATED WITHIN THE SPECIFIC DEVELOPMENT
40 ZONE (SD-40) (HENINGER PARK)
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Planning Commission of the City of Santa Ana hereby
finds, determines and declares as follows:
A. The property owner is requesting approval of Neighborhood Project
Review No. 2007-07 to allow the construction of a 123 square foot
addition to the rear of the residence, demolition of the existing two-
cargarage, and the construction of a new 484 square foot two-car
garage at 711 S. Sycamore which is located within the Specific
Development 40 Zone (SD-40) (Heninger Park).
B. Neighborhood Project Review No. 2007-07 was sent to the
Heninger Park Architectural Review Committee for review, and the
applicant has complied with all requirements of the Review
Committee. Additionally, the applicant has added a note on the
plans indicating that the sliding windows located along the south
elevation of the single family residence will be replaced with wood
double hung windows.
C. Santa Ana Municipal Code Section 41-593.5(c) requires the
Planning Commission to review all plans within a Specific
Development Plan area to ensure that the project is in conformity
with the approved Specific Development.
D. On January 28, 2008, the Planning Commission conducted the
necessary review pursuant to Santa Ana Municipal Code Section
41-593.5(c).

E. After considering all of the evidence submitted, the Planning
Commission finds and determines that Neighborhood Project
Review No. 2007-07 is consistent with both the Heninger Park
Design Guidelines and the Citywide Design Guidelines in regards
to architectural style and method of operation.
The design of the proposed addition to the rear of the
residence incorporates the unique structural and design
characteristics of the Colonial Revival architectural style.
2. The proposed two-car garage will incorporate key defining
elements that are found on both the existing single-family
residence and the original two-car garage, like consistent
roof pitch, roof form, materials, exterior finishes and color. In
addition, the proposed garage door is of a design that
matches the single-family residence.
F. In accordance with the California Environmental Quality Act, the
proposed project is exempt from further review pursuant to Section
15301, Class 1 and Section 15303, Class 3. This Class 1
exemption allows for the demolition and removal of individual small
structures, including garages as well as addition to existing
structures not resulting in an increase of 50 percent. In addition,
this Class 3 exemption allows for the construction of new accessory
(appurtenant) structures including garages, carports, patios,
swimming pools and fences. Categorical Exemption Environmental
Review No. 07-189 will be filed for this project.
Section 2. The Planning Commission hereby approves Neighborhood
Project Review No. 2007-07. This decision is based upon, but is not limited to:
the Request for Planning Commission Action dated January 28, 2008 and
exhibits attached thereto, and the public testimony, all of which are incorporated
herein by this reference.
