HomeMy WebLinkAbout2006-25RESOLUTION NO. 2006-025 i A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ANA APPROVING THE ART PROGRAM FOR THE PROPERTY AT 2775 NORTH MAIN STREET WHICH IS WITHIN SPECIFIC DEVELOPMENT NO. 59 (SD-59) KO x/30/06 BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Planning Commission of the City of Santa Ana hereby finds, determines and declares as follows: A. The Applicant is requesting approval of the proposed art plan located at 2775 North Main Street which is within Specific Development No. 59 (SD- 59). B. The art plan came before the Planning Commission of the City of Santa Ana on August 14, 2006. C. The art plan proposed provides an art piece within a fountain at the northeast corner of Main Street and Memory Lane. The design submitted provides a 30-foot high by 25-foot wide bronze freestanding sculpture that consists of a juxtaposition of flat and curved planes of metal that interact with the gravity flow of water. D. Specific Development No. 59 requires Planning Commission review and approval and that the art piece be completely installed prior to issuance of any certificate of occupancy. Additionally, Specific Development No. 59 identifies minimum requirements such as: Public art valued at one half of one percent of the overall project construction valuation. 2. Location of at least one art piece at the northeast corner of Main Street and Memory Lane. 3. The public art should invite participation and interaction, inspire, add local meaning, interpret the community by revealing its culture or history, and/or capture or reinforce the unique character of the new place. 4. Location to complement features such as plaza or architectural • components so that the art piece is an integral part of the development site. Resolution No. 2006-025 Page 1 of 4 5. The use of durable materials and finishes including, but not limited to, stone or metal. 6. No advertising of any type including, but not limited to, products, services or businesses. E. The art plan is in compliance with the provisions of Specific Development No. 59 (SD-59) zoning district F. In accordance with the Guidelines for the California Environmental Quality Act, the proposed art and plaza plans has been determined to have no significant impact to Environmental Impact Report 2004-01 that was certified. Section 2. The Planning Commission of the City of Santa Ana hereby approves the art plan. This decision is based upon the evidence submitted at the abovesaid hearing, which includes but is not limited to: the Request for Planning Commission Action dated August 14, 2006 and exhibits attached thereto; and the public testimony, all of which are incorporated herein by this reference.
