A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SANTA ANA APPROVING SITE PLAN
REVIEW NO. 2005-01 AS CONDITIONED FOR THE
PROPERTY LOCATED AT 2500 NORTH MAIN STREET
WHICH IS WITHIN SPECIFIC DEVELOPMENT NO. 65 (SD-
65)

BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Planning Commission of the City of Santa Ana hereby finds,
determines and declares as follows:
A. The Applicant is requesting approval to construct a new dinosaur-themed
outdoor exhibit, including an accessory building of 645 square feet and a
new parking lot within the Specific Development No. 65 (SD-65) zoning
district at 2500 North Main Street
B. Section 41-593.5(c) of the Santa Ana Municipal Code requires a review by
• the Planning Commission of all plans within a specific development plan
area to ensure the project is in conformity with the Specific Plan.
C. Site Plan Review No. 2005-01 came before the Planning Commission of
the City of Santa Ana on February 14, 2005. The Planning Commission
continued the matter to February 28, 2005.
D. The project is in compliance with all applicable development standards
outlined within the Specific Development Plan (SD-65).
E. In accordance with the California Environmental Quality Act, the proposed
project has been determined to be adequately evaluated in the previously
prepared Environmental Impact Report No.96-01 and Addendum
(Environmental Review No. 00-04).
Section 2. The Planning Commission of the City of Santa Ana hereby
approves Site Plan Review No. 2005-01 as conditioned in Exhibit "A" attached hereto and
incorporated herein.

Conditions for Approval for Site Plan Review No. 2005-01
Site Plan Review No. 2005-01 is approved subject to compliance, to the
reasonable satisfaction of the Planning Commission, with all applicable sections of
the Santa Ana Municipal Code, the California Administrative Code, the Uniform
Fire Code, the Uniform Building Code and all other applicable regulations.
The applicant must comply in full with each and every condition listed below prior
to exercising the rights conferred by this site plan review.
The applicant must remain in compliance with all conditions listed below
throughout the life of the Site Plan Review. Failure to comply with each and every
condition may result in the revocation of the site plan review.
A. Planning Division
The project shall remain in compliance with Development Project
No. 2003-66 and Site Plan Review No. 2005-01.
2. Any amendment to this site plan must be submitted to the Planning
Division for review. At that time, staff will determine if
administrative relief is available or the conditional use permit must
be amended.

the minimum level of plant materials installed at the time of
occupancy.
4. Public payphones, if provided, may only be located within buildings or
in the interior of the site.
5. Prior to issuance of building permits for the dino dig exhibit, all
outstanding conditions from Public Works Agency and Police
Department need to be complied with.
6. Prior to issuance of building permits for the dino dig exhibit, the
Discovery Science Center must execute a license agreement with the
Santa Ana Redevelopment Agency for the use of the north parcel as
the location of the new surface parking lot.
7. Prior to issuance of building permits for the dino dig exhibit, the
Discovery Science Center must submit final construction plans and
landscape plans for the surface parking lot for review and approval by
the Planning Manager.

8. Prior to issuance of building permits for the dino dig exhibit, the
. Discovery Science Center must obtain a letter from California
Department of Transportation acknowledging the construction of the
proposed Dino exhibit.
9. Within twelve months of the date of execution of the license
agreement, the Discovery Science Center must obtain permits for
the construction of a lighted pedestrian/automobile bridge as
described in the Development Agreement 97-01, as amended. If
these permits have not been issued, the use of the surface parking lot
will be prohibited until such time as the bridge is constructed.
10. Any signage related to this project must be approved under a
separate application subject to the review and approval of the
Planning Manager, or the Planning Commission if a discretion action
is required.
11. A separate Planning Commission action is required for the
proposed 60-foot high rocket in the landscape setback area of the
new surface parking lot.
12. Applicant shall comply with section 41-195.5 in all outdoor areas. The
entire outdoor area controlled by applicant, including the parking lot
• licensed from the Community Redevelopment Agency, shall be
deemed to be a single lot for purposes of this section.
13. The existing bike path along Broadway and the Santiago Creek need
to comply with the current ADA requirements subject to review and
approval of the Planning Manager.
14. A seven-foot high wrought iron fence to match the existing fence at
the Discovery Science is required to be constructed behind the
required landscape setback along Broadway and Main Place Drive
subject to review and approval of the Planning Manager.
15. The entire pathway from the parking lot of Discovery Science Center
to the public right-of-way at Broadway shall be illuminated to a
minimum maintained I foot candle of light.
16. All shrubbery within 20 feet of the proposed path shall be maintained
as follows: shrubs maximum height of 2 feet, trees trimmed up to 6
feet in height.
17. Off-site parking lot directional signage shall indicate both the bike
path and Main Street.

18. The area allowing access underneath the I-5 Freeway will be fenced
off in its entirety.
19. The Discovery Science Center shall stripe and install signage, in a
form approved by the Executive Director of Public Works Agency
along the Class I bike path from its new gate to the north parking lot.
