A RESOLUTION OF THE PLANNING COMISSION OF THE
CITY OF SANTA ANA APPROVING APPEAL OF
PLANNING MANAGER'S DECISION NO. 2003-01 TO
DENY ADDITION WITH BATHROOM TO AN EXISTING
DETACHED GARAGE /WORKSHOP
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Planning Commission of the City of Santa Ana hereby finds,
determines and declares as follows:
A. The Applicant proposes to partially demolish and add an addition to an
existing garage at 410 West Nineteenth Street. The proposed new
structure will include a 285 square foot garage and a 576 square foot
studio with a workshop and full bath.
B. The General Plan land use designation for the property and the
• neighborhood is Low Density Residential (LR-7), with a corresponding
zoning designation of Single-Family Residence (R1), which allows one
single-family dwelling per lot.
C. The Planning Manager denied the addition pursuant to Santa Ana
Municipal Code (SAMC) section 41-619(a), which prohibits additions to
residential buildings if the addition would promote the ability of the owner
or occupant of the building to create an illegal additional dwelling unit in
the building.
D. The Planning Commission, after considering all of the evidence submitted,
finds and determines that the proposed addition is conducive to the
creation of a second dwelling but the project will be approved with the
condition that a covenant prohibiting residential use of the addition will be
recorded.
E. In accordance with the California Environmental Quality Act, the proposed
project is exempt from further review. As such, Categorical Exemption
Environmental Review No. 2003-25 will be filed for this project.

Section 2. The Planning Commission hereby approves Appeal of the Planning
Manager's Decision No. 2003-01, as conditioned.

Conditions for Approval for Appeal of Planning Manager's Decision No. 2003-01
Appeal of the Planning Manager's decision No. 2003-01 is approved subject to
compliance, to the reasonable satisfaction of the Planning Manager, with all applicable
sections of the Santa Ana Municipal Code, the California Administrative Code, the
Uniform Fire Code, the Uniform Building Code and all other applicable regulations.
The applicant must comply in full with each and every condition listed below rip or to
exercising the rights conferred by this approval.

1. Applicant shall record a covenant prohibiting residential use of the
addition.
