A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF SANTA ANA APPROVING
NEIGHBORHOOD PROJECT REVIEW NO. 2004-18
TO PERMIT THE CONSTRUCTION OF A
RESIDENTIAL ADDITION TO THE PROPERTY
LOCATED AT 922 SOUTH ROSS STREET
LOCATED IN THE SPECIFIC DEVELOPMENT 40
ZONE (SD-40) (HENINGER PARK)
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Planning Commission of the City of Santa Ana hereby
finds, determines and declares as follows:
A. The Property Owner is requesting approval of Neighborhood
Project Review No. 2004-18 to permit the construction of a 833
square foot addition at the rear of an existing single-family
residence located at 922 South Ross Street, which is located within
the Specific Development 40 Zone (SD-40) (Heninger Park).
1. The project will involve the addition of three bedrooms and
two bathrooms.
2. The addition will be constructed to be compatible with the
residence's 1920s Tudor Revival architecture style.
3. The exterior design elements for the addition include a
stucco finish that matches the existing finish of the
residence, single-hung wood windows, wood attic vents, a
wood French door at the rear of the residence and a roof
pitch that is consistent with the residence.
B. At the November 22, 2004 Planning Commission hearing, the
Commission continued this item to December 13, 2004.
The Commission discussed issues regarding lot coverage,
bedrooms to garage parking ratio and off-site/street parking.
2. As proposed, the project is at 37-percent lot coverage, which
is below the 50-percent maximum lot coverage standard.
Additionally, the project site has space for five on-site

parking spaces in the driveway, including atwo-car garage.
• This exceeds the existing on-site parking requirement of four
spaces.
3. It has been determined that the proposed project complies
with all existing zoning and design standards applicable to
this property.
C. The Heninger Park Site Review Committee was forwarded a
submittal packet for review as specified by the established review
process in June of 2004.
1. After repeated attempts to contact the Heninger Park
representatives by telephone and written correspondence
staff has not received comments from the Committee
concerning this project.
D. The proposed addition complies with setbacks, height limit and
maximum lot coverage. Additionally, it complies with the
established design criteria by utilizing appropriate materials such as
single-hung wood windows, matching exterior stucco finish and a
compatible architectural design.
• E. Santa Ana Municipal Code Section 41-593.5(c) requires the
Planning Commission to review all plans within a Specific
Development Plan area to ensure that the project is in conformity
with the approved Specific Development.
F. The Planning Commission after considering all of the evidence
submitted, finds and determines that Neighborhood Project Review
No. 2004-18 project is consistent with the Heninger Park
Architectural Design Guidelines and complies with the Heninger
Park zoning provisions.
G. In accordance with the California Environmental Quality Act, the
proposed project is exempt from further review per section 15301 (e)
(1 ), as the addition does not exceed 2,500 square feet. Categorical
Exemption Environmental Review No. 04-211 will be filed for this
project.
Section 2. The Planning Commission hereby approves Neighborhood
Project Review No. 2004-18. This decision is based upon but not is not limited
to: the Request for Planning Commission Action dated November 22, 2004 and
December 13, 2004 and exhibits attached thereto, and the public testimony, all of
which are incorporated herein by this reference.
