HomeMy WebLinkAbout2010-02• RESOLUTION NO. 2010-02 bk: 1/19/10 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ANA APPROVING NEIGHBORHOOD PROJECT REVIEW NO. 2009-04 TO PERMIT THE REHABILITATION OF THE FRONT PORCH AT 801 NORTH MINTER STREET. LOCATED IN SPECIFIC DEVELOPMENT 19 ZONE (SD-19) (FRENCH PARK) • BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Planning Commission of the City of Santa Ana hereby finds, determines and declares as follows: A. The property owner is requesting approval of Neighborhood Project Review No. 2009-04 to permit the exterior of the historic Cooper House to be repaired and rehabilitated to preserve the character defining architectural features of the Queen Anne style for the house located at 801 North Minter Street, in Specific Development 19 zoning district (SD-19) (French Park) B. The applicant is proposing numerous repair and restoration activities, including (i) restore the front porch, (ii) on the south elevation remove non-original door flanked by the two existing hung wood windows and reintroduce decorative fixed window, (iii) on the east elevation construct a new rear porch to frame the existing rear door leading to the backyard, which includes wood siding, shingle detailing and Tuscan columns, and (iv) on the north elevation remove existing, non-original aluminum window and in-fill with wood siding. C. The French Park Architectural Review Committee reviewed and commented on the project and has found that the repairs and rehabilitations are consistent with the historic character of the neighborhood. D. Santa Ana Municipal Code Section 41-593.5(c) requires the Planning Commission to review all plans within a Specific Development Plan area to ensure that the project is in conformity with the approved Specific Development zoning district standards. • Resolution No. 2010-02 Page 1 of 4 E. On January 25, 2010, the Planning Commission conducted the • necessary review pursuant to Santa Ana Municipal Code Section 41-593.5(c). F. After considering all of the evidence submitted, the Planning Commission finds and determines that Neighborhood Project Review No. 2009-04 is consistent with both the French Park Design Guidelines and the Citywide Design Guidelines in regards to architectural style and method of operation. G. This project was reviewed in accordance with the California Environmental Quality Act, and the proposed project has been determined to be a Categorical Exemption per section 15301. This Class 1 exemption is applicable to projects that involve the restoration or rehabilitation of a deteriorated or damaged structure. Environmental Review No. 2009-180 will be filed for this project. Section 2. The Planning Commission hereby approves Neighborhood Project Review No. 2009-04. This decision is based upon, but is not limited to: the Request for Planning Commission Action dated January 25, 2010 and exhibits attached thereto, and the public testimony, all of which are incorporated herein by this reference.
