RESOLUTION NO.2001-53
A RESOLUTION OF THE PLANNING COMISSION OF THE
CITY OF SANTA ANA APPROVING CONDITIONAL USE
PERMIT NO. 01-31 TO ALLOW A WOODWORKING AND
JOB TRAINING TRADE SCHOOL USE TO OCCUPY THE
BUILDING LOCATED AT 810 NORTH POINSETTIA STREET
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Planning Commission of the City of Santa Ana hereby finds,
determines and declares as follows:
A. Conditional Use Permit No. 2001-31 has been filed with the City of Santa
Ana seeking to allow a woodworking and job training trade school use to
occupy the building located at 810 North Poinsettia Street, in the City of
Santa Ana, as a conditional use.

B. The Planning Commission held a duly noticed public hearing on
November 26, 2001, for Conditional Use Permit No. 01-31.
C. Santa Ana Municipal Code Section 41-638 authorizes the Planning
Commission to grant a conditional use permit upon making certain
findings.
D. Will the proposed use provide a service or facility, which will contribute to
the general welfare of the neighborhood or community?
The approval of the Vocational Industrial Venture Alliance (VIVA)
job training program as conditioned will establish an educational
facility that will provide needed educational and vocational
opportunities for young adults living in the surrounding community.
E. Will the proposed use under the circumstances of the particular case be
detrimental to the health, safety or general welfare of the persons residing
or working in the vicinity?
The VIVA program is not anticipated to create any detrimental
impacts to the persons residing or working in the area as all
functions will be conducted within the enclosed building.

F. Will the proposed use adversely affect the present economic stability or
future economic development of property in the surrounding area?

• The proposed trade school as conditioned is not expected to create
any negative or detrimental impacts on the economic viability of the
surrounding area. This job training program will be located within a
new industrial building that was constructed as part of the Burke
Industrial project, a 12 building industrial development. This use
will provide a positive addition to the area and will complement and
improve the economic viability of the area.
G. Will the proposed use comply with the regulations and conditions specified
in the chapter of the Santa Ana Municipal Code for such use?
The proposed trade school as conditioned will comply with all
regulations and conditions specified in the Santa Ana Municipal
Code pertaining to such a development.
H. Will the proposed use affect the General Plan of the City?
The proposed trade school will not pose any adverse affects on the
General Plan designation of Industrial (IND). The proposed trade
school use is permitted in the district subject to approval of a
conditional use permit.
• Section 2. The Planning Commission approves Conditional Use Permit No. 01-31
as conditioned in Exhibit "A" attached hereto and incorporated herein.

Conditions for Approval for Conditional Use Permit No. 01-31
Conditional Use Permit No. 01-31 is approved subject to compliance to the reasonable
satisfaction of the Planning Manager, with all applicable sections of the Santa Ana
Municipal Code the California Administrative Code, the Uniform Fire Code, the Uniform
Building Code, and all other applicable regulations.
The applicant must comply in full with each and every condition listed below rip or to
exercising the rights conferred by this conditional use permit.
The applicant must remain in compliance with all conditions listed below throughout the life
of the conditional use permit. Failure to comply with each and every condition may result
in revocation of the conditional use permit.
A. Planning Division
1. A total of 24 parking spaces are provided on-site for the trade school use.
The parking provided is based on the floor plan configuration for the project.
Any proposed floor plan modification, including the addition of classrooms,
would require submittal of a parking analysis to the City of Santa Ana for
review. Based on this review, if it is determined that the project results in a
higher parking demand, the project will need to be submitted to the Planning
Commission and City Council for further action.
2. The conditional use permit will be reviewed in 12 months by the Planning
Commission to ensure compliance with the conditions of approval.
