HomeMy WebLinkAbout2001-48• RESOLUTION NO. 2001-48 Kdo/10/25/01 A RESOLUTION OF THE ZONING ADMINISTRATOR OF THE CITY OF SANTA ANA APPROVING AND ADOPTING THE NEGATIVE DECLARATION FOR ENVIRONMENTAL REVIEW NO. 00-180 AND APPROVING TENTATIVE PARCEL MAP NO. 2000-190 AS CONDITIONED FOR THE PROPERTY LOCATED AT 322 SOUTH EUCLID STREET. BE IT RESOLVED BY THE ZONING ADMINISTRATOR OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Zoning Administrator of the City of Santa Ana hereby finds, determines and declares as follows: A. The negative declaration for environmental review no. 00-180 and the tentative parcel map no. 2000-190 came before the Zoning Administrator of the City of Santa Ana for a public hearing on October 31, 2001. B. The proposed project, as conditioned, and its design and improvements are consistent with the Low Density Residential land use designation of the General Plan and are otherwise consistent with all other elements of the General Plan and any applicable specific plans. The proposed subdivision creates four residential parcels consistent with the provisions of the Low-Density Residential General Plan designation. C. The proposed project, as conditioned, conforms to all applicable requirements of the zoning and subdivision codes, as well as other applicable City ordinances. The proposed subdivision conforms to the minimum lot size and street frontage requirements, as well as meets the letter and intent of the State of California Subdivision Map Act provisions. D. The project site is physically suitable for the type and density of the proposed project. 1. The project exceeds the City's minimum lot size and street frontage requirements. In addition, a lot coverage of 31 percent is proposed, which is far less than the 50 percent lot coverage allowed by City Code. There are no physical constraints on the site to preclude • development. Resolution No. 2001-48 Page 1 of 3 • E. The design and improvements of the proposed project will not cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat. There are no wetlands or unusual flora or fauna on or around the project site. In addition, no fish or wildlife was identified as residing on the project site during the environmental review of this project. F. The design or improvements of the proposed project will not cause serious public health problems. 1. The proposed infill development is residential and will be constructed in compliance with the Single-Family Residential zoning and building requirements. G. The design of improvements of the proposed project will not conflict with easements necessary for public access through or use of the property within the proposed project. 1. There is a ten-foot wide easement for public utilities and incidental purposes, recorded in September 1979 that runs north and south along the rear of the property. There will be no structures constructed over this easement and it is not anticipated that this • easement will have any affect on the development of these properties. Section 2. The Zoning Administrator of the City of Santa Ana hereby, approves Tentative Parcel Map No. 2000-190 as conditioned in Exhibit "A" attached hereto and incorporated herein. Section 3. The Zoning Administrator of the City of Santa Ana after conducting the public hearing hereby approves and adopts the Negative Declaration for Environmental Review No. 00-180 and approves Tentative Parcel Map No. 200-190 as conditioned in Exhibit "A".
