HomeMy WebLinkAbout2000-18• ca,s: iiiaoo RESOLUTION NO.00-18 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ANA APPROVING CONDITIONAL USE PERMIT NO. 00-07, TO INSTALL A 48 FOOT CELLULAR MONOPOLE ANTENNA LOCATED AT 1241 SOUTH GRAND AVENUE WHEREAS, Santa Ana Municipal Code Section 41-198.3(b) requires a conditional use permit for major wireless facilities in the City; and WHEREAS, this Commission held a public hearing on May 22, 2000, on Conditional Use Permit No. 00-07, to install a 48 foot cellular monopole antenna located at 1241 South Grand Avenue. NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: 1. Based upon the evidence submitted at the abovesaid hearing this Council finds and determines as follows: A. Will the proposed use provide a service or facility that will contribute to the general well • being of the neighborhood or the community? The cellular facility will provide a service to the Sprint customers in Santa Ana and the surrounding community. The target service area encompasses the Costa Mesa Freeway (SR 55) and the Santa Ana Freeway (SRS) interchange and the surrounding Santa Ana and Tustin business and residents. The installation of a 48-foot monopole with one proposed antenna array located on the Edison substation property will be visible from the surrounding community however, the facility will blend with the transmission equipment on site. The applicant is proposing to replace additional plant material in the landscaped setbacks adjacent to McFadden and Grand Avenues in lieu of site improvements around the base of the cellular facility. The facility is compatible with the existing Edison equipment and will contribute to the community's cellular service based needs thereby supporting the general well being of the community. B. Will the proposed use under the circumstances of the particular case be detrimental to the health, safety, or general welfare of persons residing or working in the vicinity? The Sprint lease area is located on the Edison substation site in the northwest corner of the property adjacent to the transformer area. The subject property abuts Grand Avenue, a major arterial street, and McFadden Avenue, a primary arterial • 1 • .street. The surrounding land uses include a high school to the south; and commercial and industrial properties to the north, east, and west. The monopole and the ground mounted equipment cabinets will be located in a rectangular lease area approximately 25 feet by 20 feet in the northwest corner of the property. The existing eight-foot high perimeter block wall and the additional landscaping will reduce the visual impacts of the monopole and ground mounted equipment on the surrounding community. The additional landscaping is a condition of approval of the project. Since the proposed use is compatible with the other uses on the site, the cellular facility will not be detrimental to the health, safety, or general welfare of the community. C. Will the proposed use adversely affect the present economic stability or future economic development of properties surrounding the area? The economic viability of the surrounding commercial and industrial properties will not be affected by the 48-foot height of the monopole and antenna array, and unscreened ground mounted equipment cabinets. The Edison site is typical of a utility operation, however, Sprint is a private wireless provider and the proposed project must meet the City's development standards. Since the project will be located behind the eight foot high block wall and additional landscaping is proposed to reduce the monopole's visibility, no adverse economic impacts are anticipated. • D. Will the proposed use comply with the regulations and conditions specified in Chapter 41 for such use? The subject site was developed prior to current code requirements and the property is nonconforming. The proposed monopole with the antenna array will comply with the Major Wireless Communication Facility Development criteria or guidelines as set forth in Santa Ana Municipal Code Section 41-198.1 through 41- 198.5 with the approval of Conditional Use Permit No. 00-07 and Variance No. 00-05. The conditional use permit allows the cellular facility and the variance grants relief from the site improvement requirements. E. Will the proposed use adversely affect the General Plan or any specific plan of the City? The location of the proposed monopole and antenna array is consistent with the General Plan's goals and policies to improve the physical appearance of the community by placing cellular antennas so as not to be detrimental to the aesthetic quality and image of the surrounding area. The proposed monopole location consolidates similar activities and equipment on the substation property. • 2 • 2. Conditional Use Permit No. 00-07 is hereby approved as conditioned in Attachment A, attached hereto and incorporated herein.
