A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF SANTA ANA APPROVING A
VARIANCE FOR RELIEF FROM THE REQUIRED
PARKING STANDARDS AND RELIEF FROM THE
REQUIRED LANDSCAPING STANDARDS FOR A
CHURCH LOCATED AT 1100 SOUTH CENTER
WHEREAS, the applicant is seeking a variance from Santa Ana
Municipal Code Sections 41-1411 and 41-627, to allow a reduction
in parking and. landscaping standards for a church located at 1100
South Center.
NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF
THE CITY OF SANTA ANA AS FOLLOWS:
1. Based upon the evidence submitted at the abovesaid
hearing this Commission finds and determines as _follows:
A. That because of special circumstances applicable to the
subject property, including size, shape, topography, location
or surroundings, the strict application of the zoning
- ordinance is found to deprive the subject property of
privileges not otherwise. at variance with the intent and
purpose of the provisions of this chapter;
The Immaculate Heart of Jesus Catholic Church site is a
contained site surrounded by single-family neighborhoods. It
was originally developed with the intention of adding the
permanent church on a vacant pad on the corner of McFadden
-and Center. The location and current development on the
site makes it infeasible to add more land to the project.
The configuration of the existing development provides the
opportunity for a trade in landscape areas in order to
satisfy the intent of the code.
B. That the granting of a variance is necessary for 'the
preservation .and enjoyment of one or more substantial
property rights;.
The project fulfills the original master plan concept
envisioned for the site at the time of original development.
C. That the granting of a variance will not be materially
detrimental to the public welfare or injurious to .surrounding
.property;
The existing church has demonstrated that the vehicle
occupancy pattern for this neighborhood is higher than

normal, pedestrian trips are higher and the location and
orientation of the new church mitigates potential impacts on
the area.
D. That the granting of a variance will not adversely affect the
General Plan of the City;
The granting of a reduction in the parking and landscaping
standards is consistent with the goals and objectives of the
City's circulation element of the General Plan.
2. Variance No. 00-03 is hereby approved as conditioned in
