RESOLUTION NO. 99-~5
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF SANTA ANA APPROVING
CONDITIONAL USE PERMIT NO. 99-10, TO
INSTALL A 60 FOOT CELLULAR MONOPALM
ANTENNA LOCATED AT 2802 SOUTH FLOWER
STREET
WHEREAS, Santa Ana Municipal Code Section 41-198.3 (b)
requires a conditional use permit for major wireless facilities in
the City; and
WHEREAS, this Commission held a public hearing on June 28,
1999, on Conditional Use Permit No. 99-T0, to install a 60 foot
cellular monopalm antenna located at 2802 South Flower Street.
NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF
THE CITY OF SANTA ANA AS FOLLOWS:
1. Based upon the evidence submitted at the abovesaid
hearing this Council finds and determines as follows:
A. Will the proposed use provide a service or facility that will
contribute to the general well being of the neighborhood or
the community?
The extended height will enhance the cellular provider
service to the customers within the southwest region of
the city. In addition the cellular network provides an
emergency communication system to be utilized when
ground communication are disrupted.
B. Will the proposed use, under the circumstances of the
particular case, be detrimental to the health, safety or
general welfare of persons residing or working in the
vicinity?
The construction of the existing monopole facility
compiles with all applicable federal, state and local
regulations. The site is located more than 140 feet
from residential development. The stealth design and
the landscape upgrades are designed to improve the
existing screening thereby, enhancing the pedestrian
and neighborhood views.

C. will the proposed use adversely affect the present economic
stability or future economic development of property in the
surrounding area.
The proposed monopalm will allow the provider to
improve the cellular service to the local residents and
business. Property values will not be affected by the
proposed 60 foot monopalm. Two live trees of sufficient
size will provide a contextual setting for the pole.
The monopalm will blend into the surrounding skyline of
electrical transmission poles along the Pacific
Electric right-of-way.
D. Will the proposed use comply with the regulations and
conditions specified in this chapter?
The proposed monopole will be constructed in compliance
with the City of Santa Ana standards for cellular
facilities including stealth design and landscape
upgrades.
E. will the proposed use adversely affect the General Plan of
the City or any specific plan applicable to the area of the
proposed use.
The proposed monopole height is in compliance with the
overall land use policies of the City of Santa Ana's
General Plan to provide services to the residents and
business community.
2. Conditional Use Permit No. 99-10 is hereby approved as
conditioned in Attachment A, attached hereto and incorporated
herein.

Should Conditional Use Permit No. 99-10 be approved, the project must
comply with all applicable sections of the Santa Ana Municipal Code, the
California Administrative Code, the Uniform Fire Code, the Uniform
Building Code and all other applicable regulations. In addition, it is to
meet the following conditions:
The applicant must comply in full with each and every condition listed
below prior to exercising the rights conferred by this conditional use
permit.
The applicant must remain in compliance with all conditions listed below
throughout the life of the conditional use permit. Failure to comply with
each and every condition may result in the revocation of the conditional
use permit.
Conditions of Approval:
Planning Division:
1. Comply with all the conditions and requirements of approval for
DP 98-94 and the Cellular Communications Development Standards.
2. Install two live Mexican Fan Palms of the Washingtonia species.
The palms are to be approximately 40 feet and 50 feet in height.
3. Stealth palm fronds are to be of a type similar to the Mexican
Fan Palm.
4. Flowering vines such as Distictis Rivers' are to be planted on
the wrought iron fence and Boston ivy vines on the concrete
block equipment facility facing the general public areas.
Landscaping is to be irrigated and maintained.
5. The monopalm must be constructed with a round pole to simulate a
tree trunk.
6. The Conditional Use Permit 99-10 expires five years from the
date of City Council approval.
