COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION At its Regular Meeting of December 2, 2008, by a vote of 6:0, the Community Redevelopment and Housing Commission recommended that the Housing Authority receive and file the Quarterly Report for the Housing Choice Voucher Program: July 2008 - September 2008. DISCUSSION 'The July 2008 - September 2008 quarterly status report for the Housing Choice Voucher (HCV) Rental Assistance Program provides statistics for the day-to-day activities of the Santa Ana Housing Authority. The report is divided into three sections: Waiting List, Participants, and Production. Waiting List As of September 30, 2008 there were 9,462 individuals/families on the waiting list. The waiting list opened October 1, 2007 and closed November 30, 2007. Charts 1 and 2 depict the characteristics of those currently on the waiting list. Quarterly Report For Housing Choice Voucher Program: July 2008 - September 2008 January 5, 2009 Page 2 Chart 1 illustrates the percentage of those on the waiting list who work or live in Santa Ana. These applicants are given a preference on the list. 1. The majority of families on the waiting list consist of only one or two members. 2. Chart 3 illustrates partici- pating families, sorted by number of family members. Over two-thirds (700) of families receiving assistance have three or fewer members. 3. "Other" consists of households that are non-elderly, non-disabled, with no minor children. Over half (560) of participating households have elderly and/or disabled members. Chart 5 depicts participants by percentage of Orange County median income. As of September 2008, the County's median income was $84,100. Nearly two-thirds (650) of families on the program earn less than 300 of the median income, which is $27,900 per year for a family of four. The Housing Authority pays the difference between the tenant portion and the contract rent. This payment is the Housing Assistance Payment (HAP}, The average HAP for July through September 2008 was $790 per unit. Producta.on HQS Inspections 24Q 235 Each assisted unit must be 230 inspected at least annually to 225 ensure it meets the Housing 22° Quality Standards (HQS) in z~5 compliance with federal guide- z2° lines. Re-exams & Interims 4sa Re-certifications/Interims 400 Each year, the Housing Authority must re-certify each 3so participating family to ensure 300 compliance with program eligibility. In addition, when 2so a participant's income changes, an interim examination must be 200 performed. During the reporting period, a total of 150 1143 re-certifications/interims 100 were conducted. Fifty-four other Change of unit actions were processed during the reporting period. The monthly average since July 2008 is ~8 per month.
