HomeMy WebLinkAbout07/08/1996MINUTES OF THE REGULAR NEETING CITY OF SANTA ANA, CALIFORNIA PLANNING COMMISSION JULY 8, 1996 The Regular Meeting of the Santa Ana Planning Commission was called to order by Madam Chair Brown at 6:03 p.m. in the City Council Chambers, located at 22 Civic Center Plaza, Room 147, Santa Ana, California. Other Commissioners present included: Oliver, Doughty, Mondo, Pedroza, and Segura Also in attendance were: Kenneth Adams, Planning Manager; Gary Sheatz, Deputy City Attorney; Linda Hale, Senior Planner; Charles View, Senior Planner; Larry Yenglin, Associate Planner; Jamie Watanabe, Assistant Planner II; Mike McCoy, Police Department; and Sharon McCain-Johnson, Recording Secretary. A. Approval of the Minutes from the Regular Meeting of June 24, 1996. Approve the Minutes of the Regular Meeting of June 24, 1996. B. Raconaideratioa of actions taken at the previous meeting. None. C. APPEAL OF PLANNING MANAGER'S DECISION NO. 96-01 (Kenneth Adams) Filed by Mr. Mark Rosen to appeal the Planning Manager's decision not to issue an occupancy permit for an office component of J & R Towing located at 3307 South Main Street in the Light Industrial (M1) zoning district. (Continued by Planning Commission June 24, 1996 to July 8, 1996) RECOMMENDATION: Continue Appeal of Planning Manager's Decision No. 96-01 to July 22, 1996. *** E N D OF C O N S E N T*** Commissioner Segura removed the minutes from the consent calendar and indicated that on the Historic Review No. 95-01 project she felt she did not receive adequate information related to the different costa of the project and requested more information for the costs of the project. Commissioner Mondo removed item C from the consent calendar and motioned to - continue to item C until August 26, 1996 and to approve the remainder of the Consent Calendar. The motion was seconded by Commissioner Doughty. AYES: Brown, Oliver, Doughty, Mondo, Pedroza and Segura NOES: None ABSENT: Nalle D. CONDITIONAL USE PERMIT NO. 95-36 (Jamie Watanabe) Review of Conditional Use Permit No. 95-36 to allow after hour operations at Pizza Hut located at 2541 South Fairview Avenue. (Continued by Planning Commission June 24, 1996 to July 8, 1996) Direct at aff to begin revocation proceedings for Conditional Use Permit No. 95-32. Mr. Watanabe indicated that Conditional Use Permit No. 95-32 was approved in January 1996. The item was continued June 24 to July 8 in order to allow the applicant an additional two weeks for compliance of the conditions of approval, however, the applicant had not fully complied. Mr. Mike McCoy, Police Department added that the applicant is very close to compliance with the conditions of approval. A representative from Pizza Hut has agreed to meet with the Police Department to resolve the outstanding issues. Commissioner Segura asked if the applicant gets an additional 21 days from the date the Commission directs staff to begin revocation proceedings to comply with the conditions of approval. Mr. Kenneth Adams, Planning Manager, responded yes, if the Commission chose to direct staff to begin revocations proceedings, staff would issue a letter which automatically gives the applicant a 21 day notice to comply. The letter would put them on notice that revocation proceedings began. Commissioner Mondo moved to continue Conditional Use Permit No. 95-32 to July 22, 1996. The motion was seconded by Commissioner Brown (no vote took place).
