RECOMMENDATION:
Approve the Minutes of the Regular Meeting of May 27, 1997.
B. Reconsideration of actions taken at the previous meeting.
C. RESOLUTION NO. 97-O1 approving Conditional Use Permit No. 97-06 allowing the sale of beer
and wine for on-premise consumption at the Emerald Bay Seafood Restaurant located at 5015 West
Edinger Avenue, #V.
RECOMMENDATION:
Adopt Resolution No. 97-O1.
D. ZONING ORDINANCE AMENDMENT NO. 96-07

Filed by the City of Santa Ana to revise the City's recycling regulations and revise recycling uses in
the Light Industrial (Ml) and Heavy Industrial (M2) zoning districts.

E. Discussion of appurtenances. pav phones on walk-ways and building8.

Mr. Bill Apple, Assistant Planner II, presented slides of appurtenance problems throughout the City
and discussed possible alternatives and enforcement activities.
' Commissioner Mondo expressed concerns regazding signs and sidewalk businesses on commercial
properties along Main Street and other major arterials and security gates being located on the outside
of establishments instead of the inside.
Commissioner Nalle suggested staff to meet with the Chamber of Commerce representatives regazding
staff's concerns with appurtenances and requested staff to inform the Commission on August 25, 1997
(45 days) of the progress made.
F. Discussion of cellular facilities. (Charles View)
Mr. Chazles View, Senior Planner, informed the Commission that the discussion regazding cellulaz
facilities would be held on June 19, 1997 at the Police Administration Facility at 6:00 p.m.
G. Discussion of Historical Ordinance. (Larry Yenglin)
Mr. Larry Yenglin, Associate Planner, discussed with the Commission the proposed revision to
Chapter 30 of the Historical Ordinance. He discussed how the proposal would revise the criteria for
historical structures; require a certificates for demolishing structures; demolition procedures; and
informed the Commission that staff was proposing that they act as administrators for historical
actions.

H. Comments from the Executive Director. (Robyn Uptegraff)
Ms. Uptegraff informed the Commission that 1) the Capital Improvement Program and the Home
Place shopping center had been approved by City Council on June 2, 1997; and the Planning and
Building Agency along with the Public Works Agency would be moving into the old Police building
located on Ross Street. The old facility would be demolished and new construction would be done
for the new facility, completion of the facility was anticipated at the end of 1998.

Commissioner Doughty requested staff to provide maintenance and landscaping on the freeway
' entrance and exit at Bristol Street by Sherman Way.
Commissioner MacDowell stated that there had been an increase in illegal signage throughout the City
and asked if staff had been enforcing illegal signage. Ms. Uptegraff informed the Commission that
a study session would be held on July 28, 1997 to discuss enforcement activities.
Commissioner Oliver complained about the high volume of traffic on Bristol Street and requested
staff to ensure that the traffic signals on Bristol Street south of the freeway were synchronized and
operating correctly.

Six month review of Conditional Use Permit No. 96-32 far the rock crushing and material storage
facility located at 4127 West MacArthur Boulevard in the Industrial (Ml) zoning district.
RECOMMENDATION:
Receive and file the six month review of Conditional Use Permit No. 96-32.
Mr. Yenglin, presented the staff report and staff recommendation.
Ms. Lilly Chinn, representing the applicant, displayed pictures of the site and discussed with the
Commission the conditions of approval that the applicant believed were completed. In addition, she
requested relief from conditions requiring landscaping; wrought iron fence; and a block wall.
