Approval of the Minutes from the meeting of Tune 14, 1949. RECOMMENDATION: Approve the minutes from the meeting of June 14, 1999. B. Reconsideration of actions taken at previous meeting. C. ZONING ORDINANCE AMENDMENT NO. 99-06 AND SITE PLAN REVIEW NO. 99-01 Filed by the City of Santa Ana to amend Specific Development 60 in order to allow parking lots within the Santa Ana auto mall located at 1305 and 1315 South Auto Mall Drive in Specific Development 60 zoning district. LEGALLY NOTICED: June 18, 1999 RECOMMENDATION: Continue Zoning Ordinance Amendment No. 99-06 and Site Plan Review No. 99-O1 to July 12, 1999. **** END OF CONSENT **** Morton to approve Consent Calendar items. STTE PLAN REVIEW NO. 98-04 Filed by Mr. Robert Coffee to modify Site Plan Review No. 98-04 amending the landscape plan for two office buildings for the Nexus development located at 1 Majestic Drive in the Specific Development 43 zoning district. RECOMMENDATION: Adopt a resolution approving the modification to Site Plan Review No. 98-04 as conditioned. Planning Conunicaion Minulca 1 June 2a, 1999 recommendation. Mr. Marvin Ellenbecker, Landscape Development Associate, presented the staff report and recommendation. Mr. Matt Kauffman and Robert Coffee, representing Nexus, provided comments in support of the request. Motion to adopt a resolution approving Site Plan Review No. 98-04. The Executive Director was absent. F. Comments from the Planning Manager and staff. There were no comments. G. Comments from the Planning Commission. Commissioner Richazdson requested staff to provide an exact date for the re-opening of Ross Street and stated that he would like to see the re-opening of the street no later than September 20, 1999. In addition, he reiterated his displeasure with the time length of the street closure. Commissioner Doughty asked the status of the Livework project. Mr. Adams stated that he had no status update for the project. Commissioner Nalle commented regarding the recent protests and controversy regazding the Vietnamese art work at the Bower's Museum and asked if staff pazticipated or commented regarding the special exhibits at the museum. Mr. Adams stated that staff did not participate in commenting on the exhibits at the museum. Commissioner Mondo: 1) expressed his displeasure regarding the street closures of Dyer Road and MacArthur as well as the work on the 55 Freeway and commented regarding the difficult traffic circulation in the area. Ms. Joyce Amerson responded that staff tried to expedite the construction of First American project to avoid the many street closures in the area, however, the construction surrounding the street closure was not completed within the desired timeframe. In addition, she informed the Commission that Caltrans had the higher authority as to the closures of the freeway off-ramps; 2) asked staff to verify whether or not there would be two or three lanes on Harbor and MacArthur. Ms. Amerson stated that she would verify the number of lanes; 3) asked what was going to happen regazding the overflow apartment pazking on Columbine, east of Main Street and suggested that staff bring back to the Commission for discussion at an upcoming meeting; 4) informed staff that there was additional signage at the Chevron station located at 2650 North Grand Avenue than what was approved by the Commission; and 5) informed staff that the Home Depot site on MacArthur was in code violations regazding sidewalk sales and landscaping. Mr. Vince Fregoso, Senior Planner, informed the Commission that the case had been continued to allow staff, the applicant, and the residents to have a meeting in order to provide an overview of the project and to address any concerns raised at the previous meeting. Mr. Fregoso apprised the Commission that the meeting had been held and that the local residents had no objections to the project. Commissioner Cribb inquired as to any expressed concerns regarding the proposed landscaping for the site. Mr. Fregoso stated that the landscaping was not an issue of the residents. Mr. John Laza, local resident, expressed concern regarding the area being zone residential with so many industrial uses in the area and expressed his displeasure with staff allowing Mr. Sam Romero to be the ' spokes person for the local residents. Mr. Tim Ortiz, applicant, presented an overview of the operations of the mazket; indicated that at the time he purchased the market the ordinance had not been passed requiring a conditional use permit for markets under 20,000 square feet; and requested approval of the request. Commissioner Solorio asked if the previous markets at the location had alcohol beverage control licenses. Mr. Adams stated that the two previous mazkets had alcohol licenses. The following members of the public spoke in opposition to the project and expressed concern regarding having another entity in the City to purchase alcohol: Priscilla Sanders Mazia Chinas Raquel Gonzales Jose Castillo M.
