Approve minutes of the regular meeting of November 6, 2008.
B. COMMISSION SECRETARY REPORT
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant to the
Brown Act, the November 6, 2008 Agenda of the Regular Meeting was posted on
the door of the City Hall Council Chambers at 22 Civic Center Plaza on October
30, 2008 at 3:26 p.m. The November 6, 2008 Agenda of the Regular Meeting
was also posted at the Cabrillo Tennis Center at 800 Cabrillo Park on November
3, 2006 at 9:07 a. m.

Filed by the City of Santa Ana, to execute a Ittistoric property preservation
agreement with Cherie Belle Kerr for the structure 2t 2022 North Heliotrope Drive
(Hester-Vandermast House).
RECOMMENDATION:
Recommend that the City Council authorize the City Manager and Clerk of the
' Council tc execute the attached agreement with Cherie Belle Kerr for the
structure at 2022 North Heliotrope Drive (Hester-Vandermast House), subject to
non-substantive changes approved by the City Manager and City Attorney.

Senior Planner Sergio Klotz commented on the standards for the design
guidelines for the Ranch Style Homes.
Commission Secretary Martha Ramirez announced the adjournment of the
January 1, 2009 regular meeting to January 8, 2009.

4. Historic Resources Commission Comments
Commissioner Bustamante wished everyone Happy Holidays.
Commissioner Gartner looks forward to working with the Historic Resources
Commission. He announced he will not be available for the January 8, 2009
meeting.
Vice Chair Dickman requested renovation plans for the Twist Basler House and
' recommended that item be brought back to the Historic Commission. Planning
Manager Haluza provided information regarding ownership of the building and
the Secretary of the Interior Standards.
Commissioner Rogers wished everyone Happy Holidays.
Commissioner Chinn
• Commented on the discrepancy with templates concerning the style and
descriptions for the Swanner House and Brown-MacDonald House.
• Commented on the EIR for the Twist Basler House and recommended
placing the item on next month's agenda.
• Requested the "last orange grove" report for the Santa Clara project.
Senior Planner Klotz provided update.
• Welcomed Commissioner Gartner to the Historic Resources Commission.
• Wished everyone a Happy Holiday.
Commissioner Stroud
- Thanked staff.
- Announced that Roman Reyna will be leaving the Redevelopment Housing
Commission.
- Expressed concerns with the historic homes that are in foreclosure.
' = Commented on project at McFadden Avenue, the two-story level homes do
not fit into existing neighborhood.
Wished everyone a Happy Holiday.
Chair Schaefer
- Recommended placing the historic foreclosure homes on the Historic
Commission agenda.
- Thanked the Planning staff.
- Recommended placement of the Twist-Basler House on the agenda for next
month to discuss building materials, facade, windows and door modifications.
- Recommended review of the West Floral Park homes for categorization of the
Ranch Style Homes.
5. Excuse of Absences
Vice Chairman Dickman made a motion to excuse the absence of Commissioner
O'Callaghan. The motion was seconded by Commissioner Stroud and approved
unanimously by the Commission with a vote of 7:1.
