S. DISCUSSION OF RANCH STYLE HOMES
Principal Planner Sergio Klotr introduced Debbie Howell-Ardilla, Consultant with
Sapphos Environmental Inc. who gave a presentation regarding the Ranch Style
Homes, many of which are now over 50 years old. She also provided the
Commissioners with a guideline entitled, "Reading the Ranch House" describing
the character-defining features and subtypes of the Ranch House architecture.

Ms. Howell elaborated on the character defining feature categories: Form and
Massing; Use of Rustic Materials; Designed Connection to the Outside; Roof Line
and Stylistic Details (Informal, Rustic). Subtypes of Ranch Houses included:
California Ranch House, Contemporary Ranch House, Traditional Ranch House,
the Ranch House (Colonial Revival variant), and the Novelty Ranch House (Swiss
Chalet, Tudor, Polynesian/Asian variants).
Commission expressed a range of opinions regarding windows, alterations,
informing applicants that changes should be like-for-like, and requested
information regarding post-1950 architectural standards in the Citywide Design
Guidelines.

Filed by Frances Griffin, to allow repair and replacement material, from concrete
to brick, on the front porch landing and steps at 919 North Lacy Street (Straub

Neighborhood Review Committee. He left the Council Chambers. Commissioner
O'Callaghan served as Acting Chairman and presided over the public hearing.

(Larsen-Wahlberg House).
RECOMMENDATION:
' Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute the attached agreement with Barton A. Beach for the structure
at 2018 North Greenleaf Street, subject to non-substantive changes approved by
the City Manager and City Attorney.
Commissioner Chinn commented on the structure's condition, defective stucco
and alterations to the main picture window. He expressed concerns that the
character-defining features were not there to justify listing as a historical property.
Staff clarified that the Historic Resources Commission had placed the structure
on the Santa Ana Register of Historical Properties and therefore the applicant
had the ability to request a Historic Property Preservation Agreement.
MOTION: Recommend that City Council deny the attached agreement.

No comments were made.
5. Historic Resources Commission Comments
Commissioner Stroud
• Commented on adoption of the Neighborhood Stabilization Program
Mortgage Assistance Program by the Community Redevelopment Agency
on November 4, 2008. Chief Assistant City Attorney Kaufman stated that
the identified homes were foreclosed or in the foreclosure process.
Commissioner Stroud suggested that a priority listing for those selected
for this process should be veterans, residents that live/work in the
community, and disabled workers in the City. He urged the commissioners
to contact the appropriate staff personnel with recommendations.
Commissioner Chinn
• Commented on the "Paint Your Heart Out" project in the Wilshire Square
Neighborhood and encouraged volunteers.
• Thanked staff for the tour of the Twist Basler House.
Commissioner O'Callaghan recommended a study session regarding stucco
finishes and congratulated City officials that were re-elected.
Commissioner Bustamante thanked staff for the tour of the Twist Basler
House and congratulated City officials that were re-elected.
Chair Dickman thanked staff for the Ranch House presentation and would like
a study session regarding stucco finishes.

6. Excuse of Absences
Commissioner Stroud made a motion to excuse the absences of Commissioner
Rogers and Chairman Schaefer. The motion was seconded by Commissioner
Bustamante and unanimously approved by a vote of 5:2.
