B. DISCUSSION OF TWIST-BASLER HOUSE
Senior Planner Vince Fregoso provided an overview of the Twist Basler House.
He provided information regarding the approval for the relocation and the
dismantle permit.
Commission discussion ensued regarding the relocation bond, insurance for the
property, restoration of original windows and doors, clarification of bond default
and a plan to secure all openings of the structure at all times.
Commission requested a monthly summary report to ensure structure is secured
properly, ventilated and completely enclosed from the elements.
C. Recess to Council Chambers (5:03 p.m.) Fire alarm went off, all personnel
evacuated the building.

STAFF AND COMMISSION COMMENTS
4. Staff Comments
Kylee Otto commented on the Brown Act violations report from the Los Angeles
' District Attorney and the Capistrano Unified School District Board of Directors.
Sergio Klotz announced that an update of the Renaissance Plan is scheduled for
December. Commissioner Chinn requested a copy of the historical data from the
charette (survey and maps) identifying potential historic districts be provided to
the Historic Commission.
Hally Soboleske reminded the Commission that the Mills Act recently processed
will be eligible as 2008 taxable year. All subsequent Mills Acts will become
effective on the 2009 taxable year.
5. Historic Resources Commission Comments
Commissioner Chinn
• Toured the Garrison Peters home.
Requested information regarding city code for "demolish by neglect." Hally
Soboleske provided information.
• Commented on the "Paint Your Heart Out" program that helps renovate
neglected old houses. Requested notification about the program be provided
to the property owners for properties over 50 yews otd.
• Inquired if owners were being provided installatioln assistance with the
' recovered plagues. Hally Soboleske provided information.
• Inquired if plagues for newly listed historic properties were being considered.

• Commented on interest of Floral Park Neighborhood becoming a National
Register district.
Commissioner Rogers
Commented on the One Broadway project if abandoned, would the City be
left with the Twist Basler House.
Vice Chair Dickman
Commented on the City installing the recovered historical plagues. Staff
indicated that other options are being considered to cooperate with owners
after confirmation of stolen plagues.
Inquired about the outreach efforts at Heninger Park to help residents
understand the development review process. Ms. Soboleske provided
information regarding collaborative efforts with Michelle Higbee, Chairperson
with the Heninger Park Neighborhood Association.
Announced the French Park Home Tour scheduled for December 9, 2007
from 10:00 a.m. - 4:00 p.m. that includes six houses.

Praised the efforts with the Mills Act program this year.

Thanked staff for presentation regarding the Twist-Basler House; would like
periodic updates.
Appreciated the efforts from SAPD for their participation with recovering the
stolen historic plagues.
