A. Minutes
RECOMMENDATION:
Approve minutes of the regular meeting of April 5, 2007.
Commissioner Chinn abstained from the Minutes of April 5, 2007.
B. Commission Secretary Resort
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant to the
Brown Act, the April 5, 2007 Agenda for the Regular Meeting was posted on the
door of the City Hall Council Chambers at 22 Civic Center Plaza on March 30,
2007 at 9:17 a.m.
C. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2007-01
Filed by the City of Santa Ana to execute an agreement with Sara Chesters for
the structure at 1923 North Greenleaf Street (Barck House).

RECOMMENDATION
Recommend that the City Council direct the Clty Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with Sara Chesters for the structure at 1923 North Greenleaf Street, Santa Ana,
CA 92706.

regarding the Twist-Basler house's condition and relocation.

and Chapter 30 of the Santa Ana Municipal Code.

3. Staff Comments
Associate Planner Hally Soboleske reminded the commission about the
California Preservation Foundation conference in Hollywood, CA at the
Roosevelt Hotel on May 3-6, 2007.
' 4. Historic Resources Commission Comments
Commissioner Chinn
• Announced event on May 10 at the Orange County Historical Society; Jeff
Smith will provide a presentation on the third historical district in Anaheim.
• Inquired about the status of 2221 North Heliotrope. Ms. Soboleske
provided information.
• Commented on the Historic Resources Commission's role regarding code
enforcement.
• Announced that the City of Orange opened a historical room in the new
library.
• Indicated he will attend the California Preservation conference.
Commissioner Seeley
• Commented on the city guidelines for window replacements. Planning
Manager Haluza provided information regarding permit requirement to
replace windows.
Commissioner Stroud
• Requested status of the relocation for Twist-Basler house. Senior Planner
Klotz provided information.
• Inquired about accessing a listing of historical register properties. Ms.
Haluza indicated information available on the city website.
Commissioner Mill
• Commented on Heninger Park neighborhood and requested how best to
inform new homeowners regarding historical guidelines for their property.
Mr. Trevino suggested providing collaborative education with the realtors
regarding historic districts and the neighborhood associations.
Commissioner O'Callaghan
Commented on the Floral Park Home Tour.
Vice Chair Dickman
• Requested background information on Maharajah house at 2221 North
Heliotrope.
• Requested presentation on establishment of historic districts.
Chair Schaefer
• Emphasized that code enforcement officers should be familiar with the city
design guidelines.
Requested that the Twist-Basler house be provided with protective
covering prior to relocation to the Cabrillo Park.
• Commented on his recent trip to Israel with regards to significance of
historical structures.

5. Excuse of Absences
Commissioner Dickman motioned to excuse the absence of Commissioner
Rogers. The motion was seconded by Commissianer Seeley and unanimously
approved by the Commission. Commissioner Seeley made a motion to excuse
the absence of Commissioner Bustamante and Vine Chair Dickman seconded
the motion, followed by a unanimous approval bythe Commission.
Chair Schaefer and Commissioner Chinn informed the Commission that they will
not be attending the June meeting.
