COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION At its Regular Meeting of December 7, 2010, by a vote of 5:0, the Community Redevelopment and Housing Commission recommended that the Housing Authority adop# a resolution to approve and submit the revision to the Five Year Plan to the United States Department ofi Housing and Urban Development, and approve the revision of the Administrative Plan and the submission to the Department of Housing and Urban Development. DISCUSSION The U. S. Department ofi Housing and Urban Development (HUD requires housing authorities that administer a Housing Choice Voucher {HCV} Rental Assistance program to have a Five Year Plan and an Administrative Plan. The purpose of the Housing Authority's Five Year Plan is to advise HUD, program participants and members of the public ofi its mission and strategy to serve the needs of very low-income families. The purpose ofi the Administrative Plan is to describe the Authority's policies and procedures to implement the HCV program in Santa Ana. The Five Year Plan {Exhibit 1) provides detailed information about the current operations of the Housing Authority, including programs, participants, services for the upcoming year, and any operational or tenant concerns. The current plan was submitted in April 2010. The reason for the Housing Authority Five Year Plan And Administrative Plan Revision December 20, 2010 Page 2 amendment is to allow project-based voucher assistance (PBV) for future developments. PBV is similar to the existing tenant-based voucher assistance except that the assistance is tied to a specific housing project versus to a household. The Administrative Plan serves as supporting documentation for the Five Year Plan. The Authority's Administrative Plan (Exhibit 2) was last adopted on March 1, 2004. The Administrative Plan must be revised to ensure compliance with regulatory changes made by HUD and policy and procedure changes proposed by the Authority. The changes made primarily due to regulation changes are: • Elimination of Mobility Program and the utilization of portability; • New Socia! Securityllmmigration Status requirements; • Procedures to utilize the Enterprise Income Verification system; • Implementation of the Violence Against Women Act that was passed by Congress; • New HUD Forms; • Implementation of the Independent Student Law; and • Project-based voucher procedures. HUD regulations require a 45-day comment period. On October 22 published that the draft plans were available for review. The public December 7, 2010. All comments received will be included in the final HUD.
