Approve minutes of the regular meeting of September 7, 2006.
Continue the approval of the Minutes to December 7, 2006 with a revision to add
Commissioner Chinn's comments on the West End loft project.
B. Commission Secretary Report
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant to the
Brown Act, the September 7, 2006 Agenda for the Regular Meeting was posted
on the door of the City Hall Council Chambers at 22 Civic Center Plaza on
September 1, 2006 at 9:57 a.m.
C. HISTORIC PROPERTY PRESERVATION AGREE~IAENT NO. 2006-04
Filed by the City of Santa Ana to execute an agreement with Wallace H.
Cunningham for the structure located at 1916 North Flower Street (Lewis House).

RECOMMENDATION
Recommend that the City Council direct the Clity Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with Wallace H. Cunningham for the structure located at 1916 North Flower
Street (Lewis House).

Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with Amy Stark, Ph.D., for the structure located at 2315 North Riverside Drive
(Webster House).

Associate Planner Hally Soboleske presented the staff report and
recommendation. She indicated that due to a noticing error with the property at
1101 West Sixth Street, the item was rescheduled to December 7, 2006. It was
noted that 1111-1111-1/2 West Fifth Street is currently a duplex.
The public hearing was opened.

Commission discussion ensued clarifying the boundaries for Flower Park
' Neighborhood. Commission requested correction of the location of the Holly
Sugar factory, south of Warner on Main Street.

Commissioner Macres
• No comments
Commissioner O'Callaghan
• Inquired as to why Historic Resources Comm ssion (HRC) did not vote on
West End Lofts project. Mr. Trevino recapped that from a permitting
standpoint, no review by HRC was required. With regard to infill, this was a
policy topic.
• Commented on Citywide Design Guidelines, Chapter 8. Mr. Trevino indicated
the study session provided an opportunity to get input from Commissioners
and have their thoughts factored into the project.

• Thanked Commission for allowing his absence.
Commissioner Corpin
• No Comments
Commissioner Chinn
• Voiced concern with definition of workshop, which was not covered with
Secretary of Interior Standards regarding last month's study session for
the West End Lofts.
• Attended meeting at Planning Commission on September 25 and they did
not address the Secretary of Interior Standards, No. 9 that dealt with the
infill. Commented that Historic Commission warrants vote at the study
session. If HRC is upholding standard, they should be allowed a vote.
• Announced he will not attend the November 2 meeting, attending
' workshop in Pittsburgh.
• Suggested that Planning staff attend Design Review of Secretary of
Interior Standards workshop to be held in Rancho Santa Fe on October
20.
• Commented on Resolution No 2004-05 and Ordinance No. NS-2642
regarding Original Mike's restaurant.
Commissioner Bustamante
• Requested update on Twist-Basler House. Ms. Soboleske provided
information.
Chair Cook-Giles
• Requested information regarding cost of West End Lofts; recommended
item return to Historic Resources Commission.
• Announced that grading has begun on One Broadway site.
• Encouraged attendance at annual Historical Cemetery Tour scheduled
during October.
Commissioner Lutz
• Requested SAPD investigate 120 West Civic Center Drive; informed by
cleaning lady at Waffle House, vagrants are using front door porches and
living in bushes.
Commissioner Macres
• Inquired about property on North Main Street, if dwelling was to be used
for homeless. Ms Soboleske concurred with use for 1415 North Main,
indicated applicant going forth with plan check.

Commissioner Macres made a motion to excuse the absence of Commissioner
Seeley; Commissioner Lutz seconded the motion; the Commission unanimously
approved.

3. Staff Comments
Ms. Soboleske provided information to Commissioner Lutz's inquiry on the Mills
Act for the Russell home on Victoria Drive. She also announced Wilshire Square
hosting Tea Social on October 14, 2006 that will be attended by some of the staff
members. Template Review Committee scheduled to meet after today's
meeting.
Mr. Klotz indicated members of the Planning staff will attend workshop on
October 20.
