D. DISCUSSION OF WEST-END LOFTS AT 320 WEST FOURTH STREET
Commissioner Macres left the conference room during the discussion.
Associate Planner Holly Soboleske gave an overview of the West End Lofts
project. She reviewed the items within the Historic Register District, six story
structure proposed, retaillgallery at ground flo r, five condominium units,
courtyard area highlighting historic ghost sign, and wilding heights.
Two issues of concern are the architectural compatibility and the building heights.
Ms. Soboleske discussed the exterior materials, architectural style, building
rhythm and Downtown design guidelines (infill with adjacent buildings).
Mr. Trevino clarified the zoning concepts; project has been underway for some
time thus the guidelines are applicable since the time of the application.
Commissioner Chinn expressed concern regarding the lot depth, height of
buildings along Fourth Street, blank-wall design of building, and the infill in the
historical area. Commissioner Seeley supported direction of urban development
with this project.
Ronald Nestor, AIA, with Nestor & Gaffney Architects discussed the elevations
for the structure, fenestration pattern, comparison samples of other urban density
projects that blend harmoniously with the historic nature of the district.
Pam O'Connor, Architectural Historian at Kaplan Chen Kaplan, prepared an
architectural study. She discussed the context of historic district and the essence
of the National Register District nomination. She pointed out that downtown has a
variety of building heights. The historic ghost sign poses challenges with regards
to building form. The Secretary of Interior Standards requires that infill cannot
mimic the 1920 buildings. New construction should be neutral.
Mr. Nestor commented on the colors and materials for the proposed buildings.
Mr. DiRienzo commented that the site has been vacant for approximately 40
years. He wishes to help revitalize the area with an iconic building that is
compatible with the west-end theater. He noted that the project must also be
economically feasible.
Commissioner Bustamante agreed it best not to mimic the past, but rather to
introduce contemporary architecture. He recommended a more decorative
cornice such as that of the historic First National Bank.
Commissioner Lutz commented that part of the history of the downtown area
includes the evolution of the buildings, especially after the 1933 Long Beach
earthquake.
Commissioner Seeley commented regarding the need for visual interest and
"exclamation points" to breakup design.
Commissioner O'Callaghan expressed appreciation of the efforts of neutrality,
however he also noted concern for the massing and scale of the proposed
building.
Commission Chair Cook-Gives noted the developer's community involvement. He
expressed support for mixed-use in the downtown. He highlighted the need for
rhythmic compatibility at street level and the need to choose compatible materials
with surrounding structures. The project shows consistency at the pedestrian
scale.

Modification Application No. 2006-06.
Commissioner Seeley presided over the public hearing. Chairman Cook-Giles
and Commissioners Bustamante and Macres abstained.
Senior Planner Vince Fregoso presented the staff report and recommendation.
' Mr. Fregoso discussed the scope of the application with regard to the new entry
door on the primary elevation (west); secondary door on east (rear) elevation;
and third door on south (side) elevation; and the new windows (two) on the front
(north/west) elevation and second boarded-up on the east (rear) elevation The
new windows and doors were installed without benefit of a permit and are of a
Victorian style rather than Tudor Revival architecture as proposed by staff and
consistent with the Secretary of Interior Standards.
Mr. Fregoso noted that the applicant agreed to remove the current doors and
windows and replace them with appropriate doors and windows.
Commission commented that there should be a photograph of the original doors
to use as a guide for the new door.

Kristen Bjorklund Hunter voiced concern regarding the need to maintain the
residence's structural integrity and the desire for Tudor-style doors and windows.

MOTION: Continue the item to allow Ms. Hunter time to provide the Commission
with a photograph showing the original door/windows.
Mr. Trevino discussed concerns with the continuation of the item. Ms. Otto
recommended that historic consultant, Leslie Neumann determine the
appropriateness of replacement door, and then inform the Historic Commission
with a memorandum and a picture of the proposed doors.
Mr. Trevino stated that the doors/windows are not the defining character features
of the historical structure. Commission is reviewing the rehabilitation standards
of the structure. The timing issue could delay the applicant from obtaining
permits.
Commissioner Lutz expressed a desire to replicate the original door.
SUBSTITUTE MOTION:
Adopt a resolution approving a Certificate of Appropriateness for Historic
Exterior Application No. 2006-06 and directed staff to review proposed doors and
windows with consultant, Leslie Heumann.

5. Staff Comments
Mr. Trevino commented on the restoration at the Joe Lowell House previously
reviewed by the Historic Commission and indicated that Mr. Astran, the property
owner, would provide a tour of the structure.

Recommended that Historic Resources Commission review the
Renaissance Plan and give input on historical districts. Mr. Trevino
indicated that once the draft is available, it will be forwarded to the Historic
Commission. The suggestion of having an Ad Hoc Committee was
discussed, but no action will follow.

• Commented on City's website and recommendation that templates be
converted to Adobe format for public access.
• Inquired about asbestos -what level of concern needs to be raised during
' inspection. Mr. Trevino provided information regarding AOMD
involvement.
• Suggested that staff do an evaluation for consideration on the Historic
Register for the property at 1584 E Santa Clara, last farm house on five
acres.
• Announced the 9`h annual cemetery tour scheduled for October 21.
Hally Soboleske announced the Template Committee meeting following the
Historic Resources Commission. She provided information on the 1584 East
Santa Clara consideration for historic register placement.
